With DIG post, UT Police too undergoes change in composition

Till five years back, there was no official post for the Deputy Inspector General.

In the last five years, there has been a significant change in the composition of Chandigarh Police with more and more officers from Delhi joining the force.

Till five years back, there was no official post for the Deputy Inspector General; this post was notified only in 2010. “Till then it was only the Inspector General of Police followed by Senior Superintendent of Police who, at present, is on deputation from Punjab,” said a senior officer.

He was then followed by DSPs. “There were posts for 18 DSPs but earlier the Chandigarh Police Services (CPS) officers used to be promoted and they handled multiple charges. Four more posts were added with formation of Indian Reserve Battalion (IRB) in Chandigarh,” added the officer.

Despite the fact that many inspectors of the UT Police are eligible to become DSPs, the UT Police in 2013 had mooted the proposal for merging Delhi, Andaman and Nicobar Islands Police Service (DANIPS) cadre and CPS. However, an officer of the Ministry of Home Affairs said that the cadres were never merged but it had opened a door for posting of officers from other cadres.

At present, there are seven officers, including the IG, DIG, Commandant IRB R N Meena, SP (City) Parvinder Singh and SP (Headquarters) Urijiva Goel — all IPS officers — who are on deputation from Delhi.

Festive offer

The Sub-Divisional Police Officer (SDPO) East, SDPO South, SDPO Central, two DSPs posted as IRB commandants, OSD Vigilance, DSP Economic Offences Wing, DSP Women Cell, DSP Traffic Administration, DSP PCR, DSP Cyber Cell, DSP VIP Security and another DSP who was recently shifted and is yet to be posted, are on deputation from the Centre.

Two DSPs on deputation from Punjab, Suman Kumar and Anil Joshi, are also due for repatriation to their cadre.

From the CPS cadre, there are six DSPs out of which five will retire in the coming two years. B S Chadha is retiring at the end of this month, DSP Ashwini Kumar in September this year, DSP B S Negi in March 2016, DSP Jagbir Singh in April 2016, DSP Satbir Singh in April 2017 and the sixth DSP is of communications, Roshan Lal.

Inspector General of UT Police R P Upadhyay said to bring back the balance, a list of nearly 15 Inspectors of UT had been sent to the home department for promotions. “A meeting with adviser to administrator, home secretary, a representative of UPSC and me will be held soon to decide on the promotions,” said the IG.
