Delhi Police file bribery case against constable they first defended

Round III of the ongoing tug-of- war between the AAP government and Delhi Police over a “corrupt” policeman appears to have gone to the former. Police’s Vigilance unit on Monday registered a fresh case against the head constable, who was arrested by the government’s Anti Corruption Branch (ACB) for allegedly taking a bribe of Rs 10,000 from a scrapdealer.

This is a climbdown of sorts for the police, which had reacted sharply to the arrest of its constable last week and filed a counter-FIR alleging “kidnapping” of the policeman in question by ACB. The FIR and counter-FIR are being seen as the fallout of a recent notification by the Union Ministry of Home Affairs (MHA), which disallows the ACB from prosecuting Central government employees. Delhi Police comes under the MHA.

Confirming the development, DCP Vigilance Sindu Pillai told The Indian Express that after taking cognizance of the matter, they have registered a case under several sections of the Prevention of Corruption Act and started their parallel inquiry into the alleged bribery case.

Delhi Police had earlier claimed that the ACB was breaching its jurisdiction in arresting head constable Anil from near his home. He was accused of “extorting money” from a scrapdealer in Northeast Delhi’s Sonia Vihar area.

Meanwhile, sources said it has come to light during investigations that the scrapdealer, who reported Anil to the graft bureau, himself has a criminal record with around 40 cases against him.

On Monday, the Vigilance unit of Delhi Police started their investigation after registering the FIR and asked senior officials of ACB to share all the case details with them. “Investigators also approached the complainant and asked him to give details of the sting operation to them, which he had handed over to the ACB. Following their preliminary report, the SHO at Sonia Vihar police station was also shunted to the district line,” an officer said.
