NEW DELHI: Congress Vicepresident Rahul Gandhi, back after a long sabbatical as well as a trek to the Kedarnath shrine, is in the course of finalising a detailed mass-contact programme that will see him embarking on a nationwide tour by focusing on areas that he and his advisers see are key for the revival of the party.

“You will soon start seeing Rahulji reaching out to different parts of the country on a kind of mass-contact programme aimed at personally understanding the changes in the moods and aspirations of the people a year after the Lok Sabha polls and since the Modi government took charge,” said a senior Congress functionary.

“The decision about him touring widely has already been taken and the details are being worked out between the AICC (All India Congress Committee) and various PCCs (state bodies).”

Gandhi and his team have decided to focus on three core areas for his future political activities: “growing rural unrest” amid a looming shadow of a potential agrarian distress, “disillusionment of the urban youth and liberal sections” with the Modi government and the Hindi heartland and western front where the Congress organisational and electoral projects have crumbled.

The “rural focus” means Gandhi’s tours raising the Congress’ opposition to the Modi government’s decisions on issues such as the Land Acquisition Bill, handling of the recent crop loss due to unseasonal rains, low support price to farm products and the alleged dilution of social welfare programmers, including the rural employment guarantee scheme.

Gandhi and his party are also keen not to be one-tracked. Gandhi taking up the issue of net neutrality, sources said, is an indication of his decision to reach out to the concerns of youth and educated urban constituency.
