    Home Ministry asks Election Commission for delimitation exercise in Telangana

    The Home Ministry has asked the Election Commission to undertake a delimitation exercise for the Legislative Council for the state of Telangana.

    NEW DELHI: The Home Ministry has asked the Election Commission to undertake a delimitation exercise for the Legislative Council for the state of Telangana to allocate 14 seats under the Local Authorities' Constituencies and has also reduced one seat in the Telangana Legislative Council from the quota of 15 members in the category of elected by Members of Legislative Assembly. The notifications were issued on Thursday.

    "On the retirement of the seven members of the Telangana Legislative Council, namely, K.R. Amos, D. Srinivas, N. Rajalingam, Peer Shabbir Ahmed, B. Lakshmi Narayana, B. Venkateswarlu and K. Yadava Reddy under the category of 'Elected by Members of Legislative Assembly', on 29th March, 2015, one seat vacated by K. R. Amosshall cease to exist and shall not be filled up," the MHA notification said. The EC will do a delimitation exercise for the 14 seats allocated under the Local Authorities Constituencies as one section of the Andhra Pradesh Reorganisation Act, 2014 put the number of seats pertaining to local authorities in the Legislative Council for Telangana as 14 while in the Third Schedule of the Act, the number of seats have been indicated as 11 for ten Constituencies. Hence, the Home Ministry has notified Andhra Pradesh Reorganisation (Removal of Difficulties) Order 2015 to correct these anomalies in the original bifurcation Act.

    Also, on 29th May, 2014, the MHA had issued orders to provide for additional areas to the successor State of Andhra Pradesh with the object to have flexibility in the identification of areas for implementing the rehabilitation and resettlement of the persons affected by the Polavaram Multi-purpose National Irrigation Project on the river Godavari as well as to ensure contiguity in the areas so transferred for administrative convenience.

    The Government of Andhra Pradesh issued a notification under section 3 of the Andhra Pradesh Districts (Formation) Act, 1974 and incorporated the transferred areas into the districts of West Godavari and East Godavari. "Due to incorporation of the transferred areas into two districts, a difficulty has arisen in giving effect to the provisions specifying the extent of the Assembly Constituencies of the areas so transferred from Khammam District of Telangana to Andhra Pradesh," MHA has said in another notification issued on Thursday.

    Hence, MHA has issued this notification specifying the "extent" of five assembly constituencies of Andhra Pradesh which have incorporated the villages transferred from Telangana.
