The Madras High Court Bench here has directed Thanjavur Collector to consider a representation made by ‘Bullock Cart Thozhilalar Sangam’ at Peravurani to grant licences to its members for transporting sand from Ambali river basin by collecting seigniorage fee and after issuing individual identity cards to all of them.
Disposing of a writ petition filed jointly by 20 members of the association, Justice S. Vaidyanathan directed the Collector and other revenue officials apart from the Assistant Executive Engineer, Public Works Department (Water Resources Organisation), Rettavayal Ambali River Basin Sub Division, to take a decision on the issue within two weeks.
“It is represented by the petitioners that the nearby villagers are being issued with identity cards. Hence, the respondents may consider the same while taking any decision on the issue in question. It is made clear that this order should not be construed as giving any positive direction to the respondents who shall pass orders independently depending upon the facts and circumstances of the case,” the judge added.
