Rundown police flats: HC asks lawyers’ panel to go and inspect

Dismissing a status report filed by the Public Works Department (PWD) as “sketchy”, the Delhi High Court on Tuesday directed lawyers appearing in a case relating to “dilapidated” living conditions of police personnel to inspect the “recently repaired” houses in Dwarka and submit a report.

The court of Justice Rajiv Shakdher directed the counsel for the PWD and counsel for Delhi Police personnel to inspect the flats and file a status report within two weeks. The direction came after the court was shown photographs of the rundown flats.

Sixty-eight Delhi Police personnel had approached the High Court in 2013 alleging that the flats allotted to them were in a “dilapidated” condition. In February, the PWD had assured the court that the flats were being repaired and they would be handed over to the policemen by March 31.

During Tuesday’s hearing, advocates Sanjeev Sahay and Balendu Shekhar, appearing for the police personnel, showed the court pictures of Type B (II) houses in Dwarka, Sector 13, which were still in a bad condition.

The PWD had submitted minutes of a meeting held on April 16, which was also attended by Delhi Police chief, and said 44 of the 54 flats handed over to it have been renovated. The PWD affidavit also stated that “80 per cent work has been completed” in the remaining ones. But lawyers for the petitioners said “only four or five of the flats were habitable”.

After hearing arguments, the court said an independent panel of lawyers need to carry out the inspection.
