Transparent, accountable governance top priority of Govt: Haq

KISHTWAR, Apr 14: Minister for Rural Development and Panchayati Raj, Abdul Haq Khan today said the primary objective of the Coalition Government headed by Chief Minister Mufti Mohammad Sayeed is to bring transparency and accountability in governance.
Reviewing the physical and financial achievements made by the departments under district plan 2014-15 in Kishtwar, the Minister urged the Government functionaries to work with zeal and dedication to achieve the objective of ensuring transparency and accountability in Governance.
Minister of State for PWD (R&B) and Revenue Sunil Kumar Sharma, Member of Legislative Council Firdous Tak, District Development Commissioner Kishtwar Mohammad Javaid Khan, Director Rural Development Jammu G.N Balwan, SSP Kishtwar Yougal Manhas besides other heads of departments, District Officers and Sectoral Officers attended the meeting.
The Minister directed DDC Kishtwar to take up tangible works under various schemes of RDD, propose works like water harvesting for drinking and irrigation purposes, to blacklist defaulting and non-serious contractors and submit a proposal for rehabilitation of landslide and rainfall affected families. He directed BRO authorities to expedite road restoration works and also put a check on illegal quarrying along the roads.
In a sector wise review of performance of various departments, the Minister directed the Assistant Commissioner Development Kishtwar Akhtar Qazi to ensure that the funds allocated under MGNREGA reach the actual job card holders. He also directed DDC Kishtwar to constitute a committee headed by Additional Deputy Commissioner Kishtwar to inspect the executed works in last three years under MGNREGA in Pochhal-B1, Palmar -B , Sigdi and Jawalapur Panchayats and submit a detailed report within 10 days.
He also directed ACD Kishtwar to send the performance report of all the BDOs, JEs, VLWs, GRSs and other field functionaries so that a proper evaluation of the officers /officials could be done which in future will be taken into consideration in postings and assigning other important duties to them.
Deputy Chief Education Officer Kishtwar in his presentation highlighted the demand of release of salary of ReT and other teachers in the District and sought the intervention of the Minister for redressal of this pending demand. Mr. Khan instructed Deputy CEO to detach all the teachers and ensure that they join and work at their respective place of posting. In this regard he directed DC Kishtwar to properly monitor the implementation of detachments .
Further Minister for RDD & PR directed all the officers present in the meeting to ensure involvement of Panchayati Raj Institutions in planning and implementation of schemes/ programmes for the holistic development of the District especially rural areas.
While expressing the concern over the Blockade of Batote- Doda- Kishtwar National Highway, Minister of State for PWD (R&B) and Revenue Sunil Kumar Sharma directed SE PWD, XEn PMGSY and the authorities of JKPCC to redouble their efforts and ensure that the National Highway connecting Doda and Kishtwar is kept open at any cost so that all the essential supplies are provided to the needy people without any delay. He also said that Kishtwar- Thakrie -Keshwan, Kishtwar- Chatroo, Kishtwar- Dungdooro, Kishtwar- Padder and other interior link roads needs to kept open for smooth and hassle free transportation of essential commodities to these areas also.
Earlier, District Development Commissioner Kishtwar Mohd. Javaid Khan in a Power Point presentation gave a detailed account of Physical and Financial achievements made by the District under the District Annual Plan 2014-15.
