Hadi tells Speaker to hasten Hudud Bills

Kuala Lumpur: PAS President Datuk Seri Abdul Hadi Awang has asked Dewan Rakyat Speaker Tan Sri Pandikar Amin Mulia to hasten the tabling of his hudud Bills, which the Islamist party wants approved despite fierce resistance from its Pakatan Rakyat (PR) allies.The Marang MP confirmed this to reporters Wednesday in Parliament, saying he had requested that his Bills be pushed higher up on the agenda for the current session, which will end today (Thursday).

"We have asked for the private members' Bills to be hastened in the list. We have already informed the Speaker and we now await a decision from the Speaker to bring them forward," he told reporters outside the Dewan Rakyat.

The private members' Bills proposed by Hadi were placed last in the list of motions to be debated in the Dewan Rakyat, resulting in the PAS supremo's dissatisfaction.

The two Bills are to remove legal blocks to the rollout of hudud in PAS-led Kelantan and entails amendments to the Shariah Court (Criminal Jurisdiction) Act 1965 (Act 355).

"Clause 2 seeks to amend Section 2 of Act 355 to replace the existing provision on the subject of the Shariah Court's jurisdiction over a person professing the religion of Islam," said an explanatory document to Hadi's bills that was made available to reporters.

The objective of the amendment is to empower the Shariah Court's jurisdiction and powers to pass sentences to Muslims in the state.

Kelantan's State Assembly approved the Shariah Criminal Code (II) (1993) 2015 Enactment last month with 31 votes from PAS lawmakers supported by 12 from Umno.

However, in order to enforce the amended state Shariah criminal laws, PAS-led Kelantan needs bipartisan support from Umno and other federal lawmakers to pass Hadi's two bills in the Dewan Rakyat.

Hadi served notice to Parliament on the proposed Bill on March 18, but de facto law minister Datuk Nancy Shukri said at the time that it may not make it into the order paper for the current session as there are many others on the schedule.

On Wednesday, Hadi also took a dig at PAS allies PKR and DAP for their criticism of PAS over hudud, saying his coalition partners too have made unilateral decisions in the past.

"In our (PAS) journey in Pakatan, there have been several decisions that DAP and PKR have done without PAS's knowledge.

"It is Kelantan's right to submit this law. There is no need (for criticism) as there has been a decision made several years ago," he added.
