LUCKNOW: RTI can sometimes lead to startling revelations as in the case if driver Kartar Singh, resident of Buddhi Vihar, Moradabad, who came to know that the man who had drugged him and stolen his SUV in 2008 and was declared an absconder was now working as a constable in UP police.
Singh now wants an answer from police department to why constable Purushottam Verma, who has been suspended for involvement in a loot and murder case lodged by Singh, is continuing on his post in the department and not being terminated though both preliminary and departmental inquiry against him have been completed.

Verma’s appointment as a constable in police department came to light on March 2013 when Singh visited police lines in Mordabad and saw Verma posted as constable there. Along with three others, Verma had drugged him and stolen his SUV on July 5, 2008. Singh inquired about Verma and through RTI procured details of his appointment and the declaration that he had no cases pending against him.
Singh works as a private driver. His vehicle was booked by four men for Syohara, Bijnor on July 5, 2008 and looted on way. A day later he lodged an FIR with Moradabad police and the same day, Haryana police arrested a man, Tribhuvan Singh, along with the stolen vehicle.
On the basis of information from Tribhuvan, police arrested two other men but not Verma, who was also identified by Singh as a partner in crime. Verma was absconding and meanwhile cleared police recruitment exam in 2011. He declared in the documents submitted with the police department, at the time of getting the job, that he had no criminal case pending against him.
In 2013, Kartar Singh after he collected details about Verma and got copy of the declaration submitted by Verma at the time of joining the service, made a written complaint to DIG and SSP of Moradabad following which departmental inquiry against Verma was initiated and he was found guilty.
Police department did not answer Singh about why Verma is still continuing to work as constable in the department, he filed a complaint in the UP State Information Commission (UPSIC).
Information commissioner (IC) Hafiz Usman has ordered DGP of the state to submit his report within a month in the matter. “Police is meant to protect citizens and such people should no way find job in police. It shows verification of candidates at the time of recruiting them in the force is not as strong as it should be,” he said. The matter will be heard on May 26.
