The Uttar Pradesh Nagar Nigam (Amendment ) Bill, 2015 , which aims to fix accountability of the Mayors and the chairmen of local bodies and to redefine their financial powers, along with the provision that the incumbent can be removed was passed in the Uttar Pradesh Assembly amid protests by the Bharatiya Janata Party.
The other important provisions in the Amendment Bill are related to the transfer of employees of one Nagar Palika to the other, naming the president of Nagar Panchayat as “Sabhapati” (chairman) and categorization of Nagar Palikas into three categories on the basis of population.
Pandemonium prevailed in the Assembly when the Uttar Pradesh Nagar Palika Law ( Amendment ), Bill, 2015 and the Uttar Pradesh Nagar Nigam ( Amendment ) Bill, 2015 was tabled by the Urban Development Minister Mohammad Azam Khan on Wednesday. The presentation of the Bill was vehemently opposed by the Leader of BJP Legislature Party, Suresh Kumar Khanna.
Mr. Khanna said the Bill should be annulled. With the BJP MLAs on their feet, Mr. Khanna accused the Government of not wanting the House to function. Describing the Bill as a black law, the BJP leader said the Government’s move cannot be tolerated. As the BJP MLAs stormed the Well of the House raising slogans like, Speaker Mata Prasad Pandey told Mr. Khanna and other BJP members that if they had the numbers the Bill can be defeated when voting takes place.
As din continued, Mr. Azam Khan said that making the chairman of the Nagar Nigam ( Municipal Corporation ) accountable like the chairmen of Nagar Palika is the only amendment proposed. The Urban Development Minister said accountability has to be fixed.
