CHENNAI: A whistle-blower-tahsildar who was slapped with a corruption case for having unearthed a multi-crore red sand racket and brick-kiln irregularities, has moved the Madras high court seeking CBI probe into the incident, saying two former MPs of DMK had threatened him, and that two DSPs of vigilance department were involved in the racket.
A Chinnasamy, 54, tahsildar of Vazhapadi in Salem district, said that after he unearthed the scam worth about 30 crore, and slapped penalties on the sand mafia, DMK MPs K P Ramalingam and Adhi Shankar called him over phone and threatened to foist cases against him before December 2010.
Later, one J Dharmaraj, who was an employee of a sub-contractor, was appointed as village menial under the tahsildar on December 2, 2010. The village menial was later ‘trapped’ while accepting a bribe of 10,000 and the tahsildar was added to the case on the employee’s ‘confession’ that the money was received on behalf of tahsildar Chinnasamy.
Crying foul and alleging false trap, Chinnasamy said that he had unearthed the racket in April 2010, and found that two deputy superintendents of police in vigilance and anti-corruption (DVAC) department – S Chandramouli and K Nachiappan – themselves were involved in the racket.
Since the case involved top politicians, police officers and companies, the case should be investigated by a neutral agency like the CBI, the tahsildar said, adding the transfer of investigation to CBI would be interest of the society and would expose the extent of corruption among officials. “Innocent and proactive officials are made scapegoats and sitting ducks fighting the might of corruption, sending wrong signal to honest officers,” Chinanasamy said.
Chinnasamy said he was a soft target for powerful politicians, “What is more shocking is to see the men who are supposed to be officers employed to curb corruption themselves joining hands with patrons of crony capitalism, and abuse the powers vested with them, and target the innocent and upright.”
