Leader of the Opposition Y.S. Jaganmohan Reddy has dubbed the budget estimates for 2015-16 as being very harsh on farmers, women SHGs, students and other sections. It only benefits contractors, he said on Friday.
“History has come full circle with the anti-people policies making a comeback with the return of N. Chandrababu Naidu as the Chief Minister,” Mr. Reddy told the media.
He completed his budget speech, which remained incomplete in the Assembly on Thursday at a media conference.
The budget had scanty allocations for welfare schemes . The financial support needed to implement the promises was not reflected in the budget, he said.
Mr. Jagan said the budget had hoodwinked all sections of people as the government was pursuing the policies to enrich contractors.
The government went to the extent of withdrawing a GO which was kept in abeyance by the Governor enabling EPC contractors to claim escalated cost of project with retrospective effect from April 1, 2013 burdening the exchequer.
The bankers could extend only Rs.13,789 crore loans to farmers against the target of Rs.56,019 crore in 2014-15 and the farmers were left to the mercy of moneylenders for their credit needs, Mr. Reddy said, adding that the allocation for loan waiver too did not match the actual figures. Surprisingly, no amount was allocated for waiver of loans to women SHGs, he said.
Mr. Reddy said talking tall on Pattiseema project had no meaning without completing Pothireddypadu, Galeru-Nagari, Hundri-Neeva and Pulichinthala projects as there would be no room to store Godavari water to be diverted to Krishna by constructing the project.
