An attempt by a Member of Parliament , some individuals and Civil Society Organizations to indict former Minister of Youth and Sports, Hon. Clement Kofi Humado with adverse findings of the Auditor General Report on the Ghana Youth and Entrepreneurial Development Agency (GYEEDA) scandal has backfired. This is the result of the list of GYEEDA service providers cited in the Auditor-General's report of 2013.
According to the document in the possession of the Moment newspaper, Hon. Humado signed only two contracts namely the extension of Craft-Pro programme in Upper East dated 02/09/2011 and the 2nd phase of the youth in road maintenance module with the Zeera Group Company dated September, 2011 out of 22 contracts signed for GYEEDA as contained in the report. The rest were contracted by previous Ministers.
In the latest comments arising from the Auditor General's Report 2013, it appears that some criticisms from some persons and the media cannot be found in the body of the report. The allegation by Dr AssibeyYeboah a member of Parliament that the audit report indicated that the “Minister even against the advice of the regional coordinators of the programme went ahead and signed the contract thus causing the country to lose millions of cedis” cannot be found in the audit report. One therefore wonders which report some critics are taking their information from to feed the public. Nowhere in the report was the name of Hon Clement Kofi Humado mentioned in person. Instead the report referred to Minister or Ministers as well as the National Programme Coordinator. One therefore wonders what was the basis for the call by Dr Assibey to prosecute the former Minister.
Again, the list of service providers cited in the report attributed the signing of the Goodwill International Group contract to the National Coordinator of GYEEDA, Hon. Abuga Pele dated 22nd July, 2010. In-depth investigations conducted and backed by credible documents in the possession of this paper, and per the findings of the Economic and Organized Crime Office (EOCO), and without prejudice to the courts, reveal that the approval for a request for payment to MDPI submitted by the then National Coordinator of NYEP, Mr.Abuga Pele, to the Ministry under reference was specific. Documents available to the paper show clearly that the administrative instruction from the then Chief Director of the Ministry Mr.AbdulaiYakubu was in reference to MDPI and not GIG.
“NC/NYEP…..See M4 and process for payment as advance to the MDPI. The amount of US$ 522,882.05 involved should be refunded on release of the World Bank facility to the programme, dated 06/05/2011”, was the instruction issued by the then Chief Director of the Ministry AbdulaiYakubu.
As to why the above directive from the Chief Director was not followed, the EOCO, investigating the entire GYEEDA programme found out that a joint account of MDPI and GIG were opened at banks operating in the Accra Metropolis by the accused persons. This paper is aware that, Mr. Clement Kofi Humado, has testified before an Accra Finance and Tax High Court last year and made some revelations to help the GYEEDA trial.
