Kuala Lumpur: Putrajaya said Sabah and Sarawak both have the discretion to permit citizens from peninsula Malaysia entry to their states, but the exact contents of that list is a national secret. Home Minister Datuk Seri Ahmad Zahid Hamidi also said the ministry does not give directives to the Sabah and Sarawak Immigration Departments to ban foreigners or West Malaysians from entering the two states on the Borneo island.

"The list of West Malaysians banned from entering Sabah and Sarawak changes from time to time, according to instructions from the authorities in Sabah and Sarawak.

"This list of names is also controlled under the Official Secrets Act," he said in a written reply in Parliament.

Seputeh MP Teresa Kok had asked the Home Ministry to reveal the list of West Malaysians banned from entering the two states and if the Immigration Departments received orders from the ministry to ban people from entering the states.

The DAP Vice-Chairman has been denied entry to both states, with the most recent incident taking place last month when she landed in Sandakan, Sabah.

This year alone, Hindu Rights Action Force (Hindraf) chairman P Waythamoorthy and controversial Muslim convert Dr Mohd Ridhuan Tee Abdullah were also barred from entering Sarawak.

Sarawak and Sabah have autonomy over immigration and are empowered to keep out individuals they deem undesirable.

This discretion has been used against leaders of the federal opposition parties in Pakatan Rakyat.
