HC slams DDA for listing ‘green’ area for dumpyard

The court also directed that the DDA hand over the finalised sites by Thursday to the South corporation to construct the dhalaos.

Senior officials of the Delhi Development Authority (DDA) and the South Municipal Corporation were on Wednesday directed by the Delhi High Court to look into sites proposed for creating garbage dumps in Dwarka. The court noted that five of the sites proposed by the DDA were earmarked as ‘green areas’ in the subcity’s layout plan.

Interestingly, the discrepancy was pointed out by the counsel for South corporation. He claimed that the dumps could not be built as the DDA had proposed handing over of sites inside areas marked “green” and “hospital” sites.

“In your map, you have shown the site in green areas, you have also shown a site in a hospital area,” commented the court of Justice Badar Durrez Ahmed and Justice Sanjeev Sachdeva.

“Is there a layout plan? Where is the plan of the sites,” the court asked and directed the chief engineer of South corporation and the chief engineer of the DDA to “have a meeting in the court itself,” and “sort out what shall be done” about the 12 proposed garbage dumps which are to be constructed in Dwarka subcity.

The court also directed that the DDA hand over the finalised sites by Thursday to the South corporation to construct the dhalaos.

Meanwhile, the DDA also informed the court that there was as yet no consensus on which agency — DDA, South corporation or DMRC — was responsible for cleaning the garbage under the viaducts of the elevated Metro tracks. The DDA also informed the court that it “has been and would be” taking care of the clean-up.

This is not the first time that the civic agencies have gotten into trouble with the bench for their submissions regarding the status of sanitation facilities in Dwarka. In September last year, the court had found that the civic agencies had submitted “photoshopped” pictures of various areas in Dwarka to show that they had completed the work of picking up garbage. The discrepancies had been pointed out when the court noticed “blurred” areas in the pictures.
