Scrap the RAF

The world is currently enjoying a state of lower oil prices. Economists around the world are talking of these "good times" where inflation can be controlled due to the oil price relief. Remember that a high fuel price increases the cost of everything due to high transport costs. As a result , inflation increases. A lower oil price has the opposite effect. 
There is one country, however, where this isn't happening. In ANC-run South Africa , we see the only place in the world where petrol prices are actually rising in these "good times" ! And it is solely because the mismanagement of the RAF and the greedy government helping themselves to these funds. 
It has been known for years that corrupt lawyers use the RAF to get rich. They plunder this fund to enrich themselves. It would be bad enough if it were a regular fund, however as I've stated, the RAF has a direct bearing on the progress of our economy , as it keeps our fuel prices high. 
Our petrol price could be half of what it is currently if not for the RAF. Imagine the impact on transport costs to businesses if that were to happen. This would free up funds for businesses to invest in other areas , thus creating jobs. 
The argument for the RAF has to do with the large amount of accidents on our roads. As many have said , we should thus make insurance mandatory , and we should penalize the taxi industry in particular for road transgressions. If we implements a system that allows this , we could do away with the RAF and deliver a boost to our economy , and create jobs. 
Will the government listen ? Are they too scared of the taxi industry ? Are they busy helping themselves to these funds ?
