RANCHI: A high-powered committee comprising parliamentary affairs minister Saryu Rai, JVM (P) legislator Pradeep Yadav and secretary of personnel and administrative reforms under the chairmanship of speaker Dinesh Oraon will review reservation norms and candidate selection under OBC category that appeared in the 2013 Jharkhand Public Service Commission (JPSC) examination.

The decision was taken during question hour on the second day of budget session in assembly house on Monday after an elaborate debate over the question raised by JVM (P) MLA Pradeep Yadav.
The legislator wanted to know as to why a few OBC candidates were not selected in the preliminary test (PT), attributing it to faulty norms "The cut off for general category candidates was fixed at 138 and in case a candidate of OBC category scored above 138, he or she should have been placed in the general category so as to accommodate only deserving OBC candidates in reserved group, which has a lower cut off," said Yadav.
In reply to the question, parliamentary affairs minister Rai said that reservation norms apply for the entire examination and not just PT. Therefore, the initial selection was made taking roughly as many as 13 times the number of candidates as there were final vacant seats.
"There is one such litigation pertaining to Andhra Pradesh in which the high court has given a clear ruling which states what guidelines should be followed in calculation of the seats against reservation," he said.
The opposition was not convinced by the answers, following which Oraon ruled to form a committee. "If the members find existing norms satisfactory, the house would be informed accordingly," he said.
