Ahead of the formation of the PDP-BJP coalition government led by Mufti Mohammad Sayeed in J&K, Governor N N Vohra has rejected the recommendations of the previous Omar Abdullah government for appointment as chairman and members of the Public Service Commission (PSC).
“The Governor’s concern arose from the nature of the recommendations made by the erstwhile coalition (NC-Congress) government for the appointment of members. Even the basic facts about their past service, performance and property records were not available with the state government in respect of some of the persons recommended to the Governor,’’ a Raj Bhawan spokesperson said. Vohra had refused to accept the recommendations forwarded to him by the erstwhile government “in view of inadequate credentials of several candidates and also the fact that no process of selection had been followed’’.
Sources said it is for the first time in the history of the state that Governor has rejected the recommendations of his previous dispensation instead of placing these before the new government to take a call.

The last person to have retired from the PSC was K B Jandial who relinquished charge of the office in November last year. Since then, the nine-member PSC, including a chairman, has been defunct.
The Omar Abdullah government had recommended to the Governor eight names for appointment as its chairman and members. However, while in some cases there were already complaints pending, the government did not have annual confidential reports (ACRs) of two.
“Arising from erstwhile coalition (NC-Congress) government’s recommendations which were not found acceptable for various reasons’’, the Raj Bhawan spokesperson said the Governor had directed the Chief Secretary to draw up a draft framework for selection and appointment of chairman and members of the PSC.
The framework which has now been laid down envisages a meticulous enquiry into the past background and public reputation of all potential candidates, taking into account the record of their performance in service, properties held and identifying only persons of proven integrity.
