JAIPUR: In his state budget session address in the assembly, governor Kalyan Singh on Wednesday assured government commitment to improve law and order situation, provide employment and enhance overall infrastructure in the state.
The governor started his address by mentioning the historic win of the BJP in the 2013 assembly polls and adding that the state government has initiated concrete steps to ensure over-all development of Rajasthan.
He read only a few paragraphs from his 58-page address after parliamentary affairs minister Rajendra Rathore proposed that the governor need not read it because of his health conditions and that the address be considered read.
In his address, Kalyan Singh welcomed the decisions taken by the state government in the past one year and highlighted major achievements of the state government in various sectors including health, education, industries, power, water resources, PWD, agriculture and others.
He also made a mention of the work done by the Jaipur Development Authority, which included regularisation camps being held at Jaipur's Prithviraj Nagar, efforts to acquire land for the ring road project and the demolitions of the traffic circles. Talking about the Jaipur Metro rail, he said that commercial operations are likely to begin in March 2015 after getting all the security clearances.
On law and order front, the governor said the crime rate has dropped reasonably in 2013-14 as compared to 2012-13. "There has been a drop of 3.60% in murder cases, 0.12% in attempt to murder cases while cases of dacoity have fallen by 81.85%,'' he said. He added that while cases of loot had dropped by 9.81%, abduction cases were less by 40.01% and rape cases were less by 45.89%. "Cases related to SC/ST atrocities are down by 11.17% and cases of women atrocities are down by 22.35%,'' he said.

Talking about the recent panchayat polls, he said that the state government's decision to fix minimum education qualification for the polls is a revolutionary initiative. "In terms of spreading awareness on education, this initiative will prove to be milestone,'' he said in his address. He also hailed the state government's decision of delimitation of panchayats, which was long pending. "The last time the delimitation of panchayats was done was in 1981. The present government completed the task in just three months, which is a record in itself,'' he added.
He went on to say that much like the Prime Minister's decision to set up the NITI commission for an integrated approach to proposals, the state government has set up the chief minister advisory council and its eight sub-groups. The governor made a special reference of the state government's pet project Bhamasha Yojna and the government's decision to club the yojna with centre's Jan-Dhan Yojna. "Over 50 lakh families have already been provided with Bhamasha card,'' he said.
Just as he started to read his speech, independent MLA Hanuman Beniwal raised the issues of high number of swine flu cases in the state and deteriorating law and order along with power-water situation. The MLA staged a walkout in protest.
