Varsity asks affiliated colleges to register with FRRO office

Move follows a letter from the Senior Inspector of Police, Registration Branch, FRRO.

The University of Mumbai has issued a circular to its affiliated colleges asking them to register with the Foreigners Regional Registration Office (FRRO) in an attempt to tighten security measures.

The university is acting on a letter from the Senior Inspector of Police, Registration Branch, FRRO, SB-II, CID, Mumbai, which said that the “FRRO office will not provide any visa related services like registration, extension, return visa etc to the foreign students unless schools, colleges and other educational institutions get themselves registered with this office and provide unique ID to their foreign students.”

The letter, which has been addressed to the registrar of Mumbai University, said that the Ministry of Home Affairs (MHA) was implementing a “mission mode project” on immigration, visa and foreigners registration and tracking (IVFRT) to improve facilitation to foreigners and enhance security. As part of the project, it was decided that a central database of foreign students in India would be created to monitor their activities or performance in various educational institutions across the country.

According to an university official, under this scheme, educational institutions were required to register themselves with FRRO, Mumbai. “After due verification, FRRO, Mumbai office, will approve the registration of schools, colleges and other educational institutions and they will be recognised by the distinctive user ID entered while filing the user registration form. After successful login with the approved user ID credentials, institutions should fill student card entry under the ‘new student information’ option. On completion of this process, each student will get a unique ID, which will be used at the time of FFRO related services,” said the letter. According to the letter, so far only 643 schools, colleges and other educational institutions from Mumbai have registered. Every three months, institutions will have to update the periodic information of each foreign student.

According to data given by the university, 227 students from various countries were enrolled in Mumbai University in the 2013-14 academic year. The university circular has instructed the affiliated colleges to submit the implementation report to the Department of Students’ Welfare.
