Japan's new aid charter thinks outside old ODA box

TOKYO -- The government decided Tuesday on an updated development charter with a new emphasis on its own national interests, expanding the scope of aid beyond the constraints of traditional official development assistance.

     The Development Cooperation Charter is replacing the old ODA Charter, last revised in 2003. The government will now step up its efforts based on the recipient countries' unique needs, as well as the benefits to Japan's own security and economic growth.
