The Care Quality Commission (CQC) has told Lake View Nursing Home in Chorley, Lancashire that it must make improvements or face further enforcement action.
During an unannounced inspection in October 2014, inspectors found that the home was failing to provide care which was safe, effective, caring, responsive or well led.

Under CQC’s new programme of inspections, all adult social care services are being given a rating to help people choose care. Overall Lake View Nursing Home has been rated as Inadequate.
The report identifies a number of areas in which improvements are required and a failure to address issues highlighted as a result of a previous inspection in July 2014. Concerns included:
- Inspectors found that people living in the home were not kept safe due to poor medicines management.
- Significant health and safety risks had not been appropriately managed during a recent period of refurbishment.
- Inspectors saw that recording of people’s fluid and nutritional intake was not always completed accurately by staff.
- People living at the home were not enabled to make, or participate in making decisions relating to their own care and treatment.
- People did not always receive consistent support and the care they needed because of a high reliance on agency staff.
- Information contained in people’s care files was brief and included limited guidance for staff on how to meet people’s specific needs.
- Staff did not always receive the training and support they required to ensure they had the skills to meet people’s needs.
- There were shortfalls in the complaints process and in the governance system in the home.
As a result of these findings CQC is currently considering the need to take further action and will report in due course on any action they do decide to take.
Debbie Westhead, Deputy Chief Inspector of Adult Social Care in the North said:
“We found that the care provided at Lake View Nursing Home fell significantly short of what we – and the people who live there – should have been able to expect.
“People deserve to be cared for in services which are safe, effective, caring, responsive to their needs, and well led. Since our visit in October we have returned to inspect the home and found continued failings. As a result we are considering taking action against the home, although we are unable to provide further details at this time, pending any possibility of appeal by the provider.
“We understand that the provider intends to close the home and we are in close liaison with the local authority and commissioners who will ensure that suitable arrangements are made, and that residents are safely relocated at alternative placements in the area.”
