Ex-Alstom director charged in DMRC graft case

The charges stem from the six-year-old bribery investigation into the French firm by the UK’s Serious Fraud Office (SFO).

Two of them relate to Hill corruptly giving or agreeing to give payments to an official or officials or other agents of the Delhi Metro Rail Corporation Ltd (DMRC) “the sum of Rs 19,895,000 disguised as payments in respect of a Consultancy Agreement with Indo European Ventures Pvt Ltd dated September 12, 2001.”

“And the sum of 3,131,600 euros disguised as a payment in respect of a Consultancy Agreement with Global King Technology dated May 3, 2002 as inducements or rewards for showing favour to the Alstom Group in relation to the award or performance of a contract with the said Delhi Metro Rail Corporation Ltd for a Train Control, Signalling and Telecommunications System for the Delhi Metro Phase 1.”

Hill is a resident of France and conditions of his bail include having to notify the SFO if he changes residence and advance notice of any travel outside France or the UK.

In October 2014, Alstom Transport India’s former managing director Robert Hallett had emerged as the first person to face charges in connection with the worldwide SFO bribery investigation.

In the overall investigation into Alstom’s UK operations, four people have now been charged — Nicholas Reynolds and John Venskus in relation to Alstom Power Limited, and Graham Hill and Robert Hallett in relation to Alstom Network UK Limited.
