The prime minister said upcoming projects will continue transforming Dominica

Prime Minister, Roosevelt Skerrit says his government will be focusing on project implementation in 2015.

“We have to work at improving the pace at which projects get started, but also at the pace at which projects get implemented,” Skerrit said.

The prime minister noted that the government will be focusing heavily on project implementation because “there are some key projects which we need to get going.”

He said these projects will to continue the transformation of Dominica.

“And in the process give us a greater competitive edge of attracting investments and creating jobs in the economy,” he said.

According to Skerrit, projects sometimes take too long to be implemented which cause a great inconvenience to citizens and visitors alike.

Senator Mirium Blanchard was appointed Minister of State in the office of the Prime Minister to deal with issues relating to project planning and implementation.

Number 1 project to be implemented is to hold Ministers and Senior Civil Servants accountable for their performance, and fire their a@@es if they do not perform. You up to that, Mr. PM Skerrit?

The Government has been involved in many projects over the last fifteen years and their has been no significant change in the unemployment situation. Therefore, why not take the advice of Hon. Lennox Linton and reduce the custom duties on building materials and allow independent contractors do all the projects needed in Dominica, as regards its recommendation. Government should put its concentration on creating the environment for jobs and more jobs, for instance, in agriculture and tourism.

Accountability and penalties for not starting projects on time is what is needed in terms of getting projects started in a timely manner. Outside of holding people accountable……what the PM is stating is simply lip service.

The only project that can give us a competitive edge now is a new international airport. Access is key to attracting the kind of investors and jobs Dominica needs. Anything else is 5 plus more years of misery. At this point PM should be more specific.

    • The Facts
      January 13, 2015

He is awaiting some money from you and also your income tax payment to commence the international airport. When are you going to deliver your payments and how much which will assist toward constructing the international airport?

    • CYRIL Volney
      January 14, 2015

How do you propose to pay the EC$1 billion cost of an International Airport? How are you going to maintain it (minimum EC$10 million per year) to keep it certified? If one plane comes in with 300 passengers, where are you going to put them up? What airlines will fly in to Dominica, where we have insufficient hotel rooms?

What we need is a shuttle service to the 2 busiest jet strips. Nature Island Airways! EC$200 to St Maarten or Barbados.

      • Oh well
        January 15, 2015

I do hope you realise in November of 2013, the PM singed an MOU for the international airport with a Chinese company – they in 2014, he traveled to China to find another person/persons to finance it – so currently we have two mou’s signed for that international airport – according to the Prime Minister.

So….your questions ad concerns I am sure he has already answered…in his MOU atleast…

Skerrit I know that you think you are safe on your throne for another 5 years because this statement of yours shows that you think you can start again where you left of before the election. Let me tell you what I think: you would be very well advised to go careful because I think that throne is going to be removed from underneath you well before 2020. If you do not come up within 2 years with fulfilment of some of your election promises the people will act. Your promises and lies do not fool us anymore.

One day you will stop lying to Dominicans (not sure is that’s the correct spelling for some of us). Is the same way you came talking about New Hospital in 2012 that was suppose to be completed in 2014. Where is it? You had the balls to make that part of your promises in the Dec 8, 2014 election. The bad thing is nobody takes you to task because you have bought them and some of them are singing for their super so everything you say they swallow. Wicked set of people in that piece of land.

I guess the prime minister is feeling the sting of criticism that he has nothing to offer the country economically, so he feels compelled to tell us that he will be focusing on project implementation as he begins a new term.
Most heads of governments start a new term with a bang. They roll out their agenda and they engage the public’s attention on what they seek to accomplish. But not so, Mr. Skerrit. He took off on an extended vacation and left the country to wonder about what is up his sleeves. This is perhaps the most underwhelming start for a newly elected government in the post independence era.
The worst aspect of this pathetic start is that Mr. Skerrit himself hardly feels any pressure or urgency to convince the public that he has an economic agenda worth pursuing. And this is because he has no economic agenda. He is just drifting effortlessly and prays that something good will happen.
The truth is, project implementation is a given, and Mr. Skerrit must do much more.

“He said these projects will to continue the transformation of Dominica.”(Skerrit).

Roosevelt, it is time you stop trying to brainwash Dominicans, five years ago, you made the claim that you were going to “take Dominica to the next level.” Today you are talking crap about the transformation of the country. In my opinion, taking the country to another level, and transforming the country, means one of the same thing.

You ran to China during the Election talking about you were going to negotiate with China to build an Intentional Airport, you returned and all you said about it is: “talks are continuing,” be a man and stop these lies, stop lying to yourself, and the people, I mean if you want to lie to Skerrit, do so; but speak the truth to the people. By the end of this five years Dominica will be the same as it is this very day, with no significant change!

    • The Facts
      January 13, 2015

The PM is awaiting some money also from you. You brag about your success and money. Send some to Dominica. If you do, probably a wing at the Marigot hospital will be named in your honor. It will be evident for a lifetime even after you have passed on.
You have a lot to state pro and con. How about putting your money where your mouth is and helping your fellow people and country?

The construction of a state-of-the-art new Princess Margaret Hospital and a new Primary School in New Town are among projects to be undertaken in 2013 through gratuitous aid and concessionary financing from the government of the People’s Republic of China (PRC).

The HOSPITAL project which was allegedly signed, design drawing handed to government in 2012 and was supposed to start in 2013. Can anyone say what is the position with the funds that the government sad that it had secured to construct the hospital?

    • Titiwi
      January 13, 2015

Angelo reminded us of that statement on sunday, given by GIS no less. According to that the hospital should have been completed last month but they did not even put one hole in the ground What happened to the U.S.10 million Skerrit said he received from China for that? I’m just getting tired of hollow promises.

    • Francisco Telemaque
      January 14, 2015

If the story is true, and they had all the money needed for the project; I believe they use the money to buy the people who voted for them last month. Very soon the Chines will get tired with Skerrit and his mess, okay.

One of the worst thing to happen to someone, is for their friends and associate discovering that they are a lair, thief, and incompetent person. Dominica has a very bad reputation internationally, it’s only a matter of time before Skerrit will have no one to turn too for handouts and loans. The Venezuelans will withhold their petroleum products, gasoline will cost about $30.00 per gallon! Two families will have to splice (combine resources) in order to buy a pound of sugar, by then all hell will break loose, There will be fire all over Dominica as we saw in Roseau in the 1950’s!

The vital Rosalie to Petit Soufriere link road comes to mind. This road is only 4.16 km long (just under 2.6 miles at a projected cost of $.25 million). On 2 April, 2011 (….yes, more than three years ago!) GIS reported that phase two was recommenced at the end of March that year (see also DNO of the same date). On 5 Dec. 2014, the Caribbean Journal reports that the project its now in its fifth phase (….yes, you hear that right!) with the most challenging portion yet to be tackled in 2015. I bet that bit of road will have taken the best part of five years by the time it is completed, if ever it will be. It is not as if we are paying for it ourselves as it is grant funded by Venezuela under the PetroCaribe/Alba agreement as per mr. Skerrit No wonder mr. Blackmoore was relieved of his duties and given another Ministry, where I hope he performs better. Anywhere else heads would have rolled by now.

When did the PM issue this statement? Was he delivering a speech at a meeting? Is this from a press release? Where is the PM? Is he back from his vacation? President Obama goes on vacation and lets the country know when he is traveling, where he is going to, and for how long he will be gone. Why is it in a small country like Dominica the PM takes off on vacation and there are no details released about his trip?

Have you realized that Americans talk too much? They have no secrets. Some of that could be to their disadvantage. They think they have to be open with everything and tell the whole world. Imagine, they plan to go to war against radical Muslims and they keep debating about it on TV and over the Internet, giving them time to build up their troops and ammunition. This is why they did not find the weapons of mass destruction which they stated Saddam had. Bet he was able to dispose of them, destroy them or send them to another Muslim country or various ones where they could not be found. Some people did not use their heads and stated he never had those weapons.
When Hitler planned to invade other European countries, he did not broadcast it. He just matched into those countries and took them over. Terrorists alike strike with no warning
Dominica is a small country. It should not surprise and shock you if the PM does not broadcast where he is going to and his whereabouts.

        Continuing –

I would think the same occurred with previous PM’s and Chief Ministers especially in those days when D/ca did not have TV, Internet, computers and had few radios and newspapers.
As a matter of information, when Canada’s PM (of all) travels, be it on business, there are times we never hear about it until he is away, if we hear. Either that or we hear and do not pay attention. We are too busy.
I wonder how many people pay attention anyway. He returns and few, if none at all take note. We go about our business and we do not have time to concern ourselves, worry and speak about it as a form of criticism, get annoyed and angry about it. He goes; he returns. Do we really care? It is nothing to do with us. His deputy substitutes in his absence. Learn from us. Live and let live.
Cease concerning yourself about the PM’s absence. His deputy takes over the reins when he is away. No one will run away with Dominica and Dominicans in it.
