Centre, Maharashtra government also add to delays in clearing building permits

BMC officials say central agencies, railways & Mhada often cause delays

Although the Brihanmumbai Municipal Corporation is entrusted with the job of clearing building permissions, it can grant intimation of disapproval (IOD) for projects subject to no-objection certificates (NOCs) from state and central government bodies, such as Mhada, railways and others, which causes major delays in the process of clearing building proposals.

While civic officials are not fighting shy of taking the blame for delays, a lion's share of the holdups is also caused by government bodies, they say. "As a result, the BMC gets delayed in handing over the commencement certificate (CC) to the developer, which is under the MRTP Act," a civic official said.

The issue was discussed in a meeting held on Tuesday between the civic and state officials. The entire exercise is part of the BJP government's plan to fast-track building permissions in order to make the city more business-friendly, following a World Bank report that the process for starting a simple warehouse in Mumbai takes more than six months and requires more than 25 different NOCs.

dna was the first to report that the BMC is planning to take private help in order to streamline the process of clearing building permissions.

The appointed private agency, M/S PVC, will help the corporation streamline the process of clearing permissions at a cost of Rs 31.91 lakh. The agency will be studying the departments from where NOCs are required and aspects of clearing building proposals, and submit a report by March 31. The BMC is also contemplating appointing private consultants for carrying out preliminary inspections of projects. The final inspections will, however, be carried out by the BMC departments. 

Apurva Chandra, principal secretary of the state heavy industries department, said the BMC would list the hurdles faced in clearing permissions. "If there are delays from state and central government agencies, we will take it up with them to find out the causes of delay," Chandra told dna.
