Project Fostered by the Ministry of Internal Affairs and Communications

NTT DATA INSTITUTE OF MANAGEMENT CONSULTING, Inc. (head office: Chiyoda-ku, Tokyo, president: Yasushi Sasaki), Nippon Telegraph and Telephone East Corporation (head office: Shinjuku-ku, Tokyo, president: Masayuki Yamamura), Mitsubishi Research Institute, Inc. (head office: Chiyoda-ku, Tokyo, president: Kyota Omori), Sumitomo Corporation (head office: Chuo-ku, Tokyo, president: Kuniharu Nakamura), and NTT DATA Corporation (head office: Koto-ku, Tokyo, president: Toshio Iwamoto) have been entrusted with the implementation of the FY2014 demonstration project to establish an ICT preventative health model for job changers, retirees, and others, which is fostered by the Ministry of Internal Affairs and Communications with the aim to eventually realize a "smart platinum society" (hereinafter "the Project"). The five companies will cooperatively undertake the Project until March 2015.

[Project Background]
Japan is facing a decline in the working-age population and an increase in social security costs due to the super-aging of society. These problems must be solved on a national level by taking initiatives to maintain and foster health, to extend the citizens' healthy lifespan. Health insurance societies and other organizations have been taking a range of measures, but issues remain, such as; 1)fragmentation of medical and health records of workers due to job changes and retirement; 2)insufficient awareness-building initiatives toward people with a lack of interest in their own health (those who do not have a habit of physical exercise) (see Note 1), who account for up to 70% of the total population; and 3)securing financial resources for the continuous operation of health promotion projects. The Project will therefore examine methods to raise the awareness of the "uninterested population" and verify the portability health data between different health insurance societies for job changers and retirees, during the 6 month period of October 2014 to March 2015.

[Project Details and Implementation Method]
Under the Project, the following three models will be verified.
  • Health promotion model for the insured
    The health promotion model for the insured will involve the provision of health promotion services, largely to employees who are covered by the society-managed health insurance system. The project will offer services to complement the individual corporate health insurance societies, in line with the "data health plans" fostered by the Ministry of Health, Labour and Welfare. Specifically, the health check-up and other related data will be utilized to provide individual employees with advice to improve their lifestyle according to their specific health risks. Additionally, incentives such as "health points", discount tickets, coupons, and others will be offered in accordance with the actions taken by individuals to improve their health, thereby raising the awareness of the "uninterested group," and the resulting effects will be evaluated.

    This model project will be implemented by utilizing the existing health promotion services platform provided by Sumitomo Corporation (see Note 2), with support from the following companies regarding the provision of content, discount tickets, coupons, and other incentives: Kao Corporation, Sanofi K.K., Suntory Wellness Limited, Shionogi & Co., Ltd., Sumitomo Life Insurance Company, and Taisho Pharmaceutical Co., Ltd. The corporate health insurance societies involved in this model project include Idemitsu Kosan Co. Ltd., GlaxoSmithKline, and Sumitomo Electric Industries, Ltd..
  • Health promotion model for retirees
    The health promotion model for retirees will provide retirees with health promotion services equivalent to those offered to active employees, who otherwise no longer receive insurance coverage under the society-managed health insurance system due to retirement and other reasons, and the services and incentives contributing to the health promotion and social participation of the elderly will be examined and evaluated. Incentives aimed to incorporate health-promoting activities into their lifestyles will be offered, which include awarding "Ponta" points provided by Loyalty Marketing, Inc. and offering special discounts at the Hankyu and Hanshin group's ASNAS convenience stores. This model project will be implemented using Creative Health NEXT (see Note 3) provided by NTT DATA.
  • Health promotion support model for dependents
    The health promotion support model for dependents will, along with various other approaches, involve holding health-related events and providing information from the health insurance societies targeted toward dependents, who as a group exhibit low rates of receiving health checkups. The project aims to build up a system to raise their health awareness and encourage them to seek better health monitoring, and the effectiveness of such approaches and incentives will be examined and evaluated.

    Information will be provided through such mediums such as the "Aging Style Magazine (Shonan version)" booklet, the "Karada-biyori@Shonan" web-based service, and the "FitShift" smartphone application.

    This model demonstration project will target the population of Fujisawa-shi, Kanagawa Prefecture, using services such as those provided via "Karada-biyori@Shonan," and the "GOOD HEALTH PROGRAM." Mitsubishi Research Institute, entrusted by NTT DATA INSTITUTE OF MANAGEMENT CONSULTING, will lead a consortium composed of Keio Research Institute at SFC, Project-I Co., Ltd., Neos Corporation, Dai Nippon Printing Co., Ltd., Dentsu Inc., Tokio Marine Research Institute, and Healthcare Committee Inc., to undertake the project.

i.

Data health plan support service (DHS) for corporate health insurance societies: Analysis of health checkup data to support the execution of a PDCA cycle at the health insurance societies in order to create a data health plan as required by the Ministry of Health, Labor and Welfare. Services involve support from initial planning through to the evaluation of health projects.
ii.

"KENPOS" health portal service for corporate health insurance society members: This health promotion service enables users to make reservations for health checkups, view the checkup results, and register vital data. The service also provides a tool for health guidance.
(Note 3) NTT DATA Creative Health NEXT
The latest version of Creative Health, which is a service to support health promotion activities conducted by companies and corporate health insurance societies. Its popularity lies in its feature of encouraging users to collect points by walking.
To provide the foundation to use order-made information in the data health plans, NTT Data has input into the Creative Health service its know-how on the handling and analysis of health information gained through the experience of providing operational systems for health insurance societies, thereby adding a system to enable medical insurers and policy holders to share and use information about health diagnosis and notifications of medical costs to the service. The service was thus upgraded in FY2013.
Moreover, to foster self-care initiatives in daily life, NTT DATA is linking the web-based service with real health services, and has thus enhanced the service menu to make it useful for more age groups.

i.Aging Style Magazine (Shonan Version)
This booklet proposes lifestyle tips for women living in Shonan, including on how to prepare local vegetables, walking in Shonan, Shonan hula therapy, and so on with the aim of encouraging readers to visit the "Karada-biyori@Shonan" website featuring beauty and health advice.
ii.Karada-biyori@Shonan
This membership-based web service supports the health of women living in Shonan. The special content focuses on the Shonan area, Kenko Challenge © for daily health promotion, and benefits usable in the area.
iii.FitShift
The "FitShift" smartphone application visualizes the health activities of users and provides them with related feedback. Moreover, the application utilizes personal activity history as well as questionnaire data to provide users with information and event notifications suited to their physical and mental health status as well as coupons to encourage them to change their health awareness.
