Patna: Bihar Human Rights Commission (BHRC) on Monday summoned Jehanabad superintendent of police (SP) and state director-in-chief (health services) with an action taken report in connection with a case pertaining to medical negligence.
According to a complaint filed with BHRC, Arwal resident Rita Devi underwent a surgery for delivery at a private hospital at Jehanabad on May 11, 2012.
“The doctor, Geeta Sinha, cut her urine passage during the operation.
Despite repeated complaints, the doctor didn’t treat it and the patient had to be brought to Patna for treatment,” BHRC member Neelmani said.
The commission sought a report from the state health department principal secretary and a four-member medical board confirmed the woman’s complaint after examining her.
“Our queries revealed that Geeta Sinha was not a qualified doctor and was yet performing medical
surgeries.”
Neelmani said and added the commission was surprised to find no mention of this fact in the Jehanabad civil surgeon’s report submitted to the commission by the health department.
The commission had directed the Jehanabad SP to institute a criminal case regarding the medical negligence by Geeta Sinha and apprise the commission of the status of investigation by June 15.

The director-in-chief (health services) was asked to take action against the omissions in the Jehanabad civil surgeon’s report pertaining to the medical qualifications of the woman performing medical surgeries.
The commission also asked the health department whose responsibility it is to check activities of such unqualified doctors.
However, the commission has not received any report so far, Neelmani said.
“The Jehanabad SP and director-in-chief (health services) have been asked to appear before the commission on January 6, 2014,” Neelmani said.
