DALIAN, China -- A Chinese logistics company is laying the foundations for a pan-African delivery network, envisioning a day when it will be able to forward merchandise from anywhere to anywhere on the vast continent. It will primarily serve the many Chinese companies that have entered African markets but have had trouble getting their goods to and from ports.

C.J. Smart Cargo of Shanghai has four African offices: in Tanzania, Zambia, Mozambique and South Africa. Through tie-ups with local logistics companies, it is expanding across Africa. Smart Cargo provides the trucks, shipped over from China, and hires local drivers to deliver the goods. In June, it bought a Tanzanian trucking company, mainly for its drivers.
