JAMMU, Nov 27: Crime Branch Jammu has produced challan against an Assistant Engineer, posted in the Relief Organization, for fraudulent promotion that too on the basis of fake certificates.
Challan in case FIR number 21/2011, under Section 420,465, 468, 471 RPC, has been produced against the accused Girdhari Lal of Durga Nagar Sector-I,AE (Migrant), Jammu, before the Court of Chief Judicial Magistrate, Jammu.
The accused, posted in the Engineering Wing of Relief Organization, was promoted to the rank of Assistant Engineer on the basis of a fictitious order, which was not issued by any competent authority. Further, the diploma certificate, which the accused had produced, was also not genuine as the institution from which the said certificate was claimed to have been issued, does not exist.
During verification, the accused produced two orders, one signed by Bashir Ahmed Sofi, Dy Director Urban Local Bodies, Kashmir and the other signed by Vinod Koul in the capacity of then Director Urban Local Bodies, Kashmir in April 2005 which actually had not been signed by him. Further, as Director he was not competent to promote a Junior Engineer to the post of Assistant Engineer.
During the course of investigation, it was found that the personal file number of accused Girdhari Lal was 1093 and in the fake promotion order in question, it was mentioned as 1094. When the matter was probed further, it was found that no such promotion order was ever processed or issued by Director of Urban Local Bodies Kashmir, who was also not competent to issue such order for the Gazetted Services.
