Deadline, advertisements to be riders for digging of roads in PMC areas

Punitive action, including heavy penalties, being contemplated for violating rule.

Unauthorised digging of roads by service providers for laying down utilities like gas pipelines or phone cables has made Pune Municipal Corporation (PMC) come up with some strict rules. PMC has also decided to insist on service providers to stick to the time frame, set in case permission has been granted. Punitive action, including heavy penalties, is being contemplated on those who violate rules.

Digging up roads for laying down gas or phone lines in various parts of the city has been a major cause of concern for the civic body. PMC issues permission for digging but utility providers often overshoot the deadline. Cases of unauthorized digging of roads have also come to light. Additional city engineer Vivek Kharwadkar said in the past year or so, PMC fined more than 20 service providers for digging up roads without permission.

Not only will PMC fix a time limit, the service provider, before commencing work would have to bring out and advertisement declaring the time line and other details.

“We will make it compulsory for service providers to issue advertisements in newspapers before commencing work. The advertisements would include date of commencement of work, depth of trenches to be dug and date on which the work will be completed. Without this advertisement, we will not issue work orders,” said a senior officer of the road department. In many cases, PMC has to repair the roads dug up by service providers or construct them afresh.

The civic body is considering imposing a fine on the vendor for failure to adhere to the deadline. “Also, if an extension is required, the vendor will float a fresh advertisement and go through the process again,” the officer said. The main issue which leads to delay, civic officials pointed out, was failure of service providers to force contractors to finish the work on time.

Officials believe compulsory advertisements would goad the service providers to ensure contractors adhere to the time line. Municipal Commissioner Kunal Kumar is expected to take a decision on this soon.
