Technical snafu stalls state's cap-and-trade carbon auction. The
state's first joint carbon auction with Quebec was postponed on
Wednesday due to "technical issues," the California Air Resources
Board reported. Some participants being able to access the
electronic auction and submit bids while others were not, wrote
the board in a statement. The auction will be rescheduled but
will be forthcoming, wrote the board. No further details were
made available.

California postpones greenhouse-gas credits auction. Hoping to
inaugurate a historic link with a Canadian province in the fight
against global warming, California officials were forced instead
to call off a scheduled auction of carbon-emissions allowances
Wednesday due to technical problems. The California Air Resources
Board said the carbon credits auction was postponed due to

These photos of China's toxic smog are terrifying.	During the
recent Asia-Pacific Economic Cooperation summit in Beijing,
something remarkable happened, as it does every time the world's
news cameras train their sites on the Chinese capital: The toxic
gray air turned blue. The state-run press even gave it a name:

China outlines plan to reach new climate goals. 	China on
Wednesday set a target for coal use through 2020 with an eye on a
commitment made with the US last week to curtail greenhouse gas
emissions. The guidelines aim to ensure that coal burning reaches

Toyota to launch first fuel-cell car this year.	TOKYO -- There
will only be a few hundred, and they won't be cheap, but Toyota
is about to take its first small step into the unproven market
for emissions-free, hydrogen-powered vehicles. The world's
largest automaker announced Tuesday that it will begin selling
fuel cell cars in Japan on Dec. 15 and in the U.S. and Europe in
mid-2015. The sporty-looking, four-door Toyota Mirai will retail

inform you about the terrible ordeal in trying to charge an
electric car while away from home. I have a new Honda Fit EV and
