Japan kicks off hearings on pros, cons of second tax hike

TOKYO -- Voices on both sides of the debate over raising Japan's consumption tax again spoke out Tuesday in the first of five meetings meant to inform Prime Minister Shinzo Abe's decision on the controversial move.

     Abe will decide by early next month whether to hike the 8% tax to 10% next October as planned.
