Srinagar, November 4
The Army has initiated an inquiry into the killing of two civilians by its soldiers in a firing incident in Jammu and Kashmir’s Badgam district.

A Colonel of the Rashtriya Rifles has been deputed to probe the circumstances which led to the killing of a youth and a teenager, who were buried amid protests on the outskirts of the city. A spontaneous shutdown was also observed in the region.

The deceased were identified as 17-year-old Faisal Yousuf and 21-year-old Mehraj-ud-din Dar, both residents of the Nowgam locality of Srinagar district, police sources said.

Yousuf and Dar were killed when soldiers, manning a checkpoint at Chattergam village of central Kashmir’s Budgam district, opened fire on a car they were travelling in on Monday evening.

In a statement, the Army’s Srinagar-based 15 Corps said “it has moved with unprecedented speed to initiate the probe. Overnight, the personnel alleged to be involved in the incident were moved to the location of inquiry.”

The killing sparked protests in the Nowgam locality where the slain civilians were buried this morning. Hundreds of residents participated in the funeral and later clashed with the police and paramilitary personnel. A spontaneous shutdown was also marked in the region as major commercial centres and markets remained closed. Public transport services also remained suspended in the city and other districts. Separatist groups, including moderate faction of the Hurriyat Conference and Yasin Malik’s Jammu Kashmir Liberation Front, have called for a day-long shutdown on Wednesday against the killings.
