Pvt transport operators throw norms to winds
Dera Bassi, October 28 The district transport authorities have turned a blind eye towards the illegal operation of these vehicles on the Zirakpur-Rajpura, Zirakpur-Panchkula, Dera Bassi-Barwala roads and other internal roads in the sub-division. These operators are not only evading taxes thus causing losses to the state exchequer, but also endangering human lives by violating traffic rules with impunity. The gravity of the situation could be imagined from the accident involving a TATA Magic and a multi-axle vehicle that claimed lives of three passengers, including an ITBP jawan, on the Kalka-Ambala highway near Lalru on Monday morning. The overloaded TATA Magic was reportedly being plied on the highway illegally. Inquiries made by The Tribune revealed that the operators are plying
these carriers on these roads without seeking mandatory permissions from the district transport authorities and the district administration. The drivers of these vehicles could often be seen overloading, over speeding and violating traffic rules. They charge exorbitantly from customers. The practice is going unchecked for the
past couple of years, claimed Sukhbir Singh Saini, a resident of Dera Bassi. Gurdeep Singh Saini, president of the Rotary Club, Dera Bassi, is of the view that the district transport authorities should enforce the rules strictly on the violators so that there should be no loss of precious lives in road accidents. He said the Rotary Club would launch a drive to educate the vehicle operators and the drivers on road safety. DTO holds meeting
A day after the Lalru accident, Karan Singh, district transport officer (DTO), Mohali, held a meeting with his staff on Tuesday. He decided to tighten the noose around operators plying public carriers illegally in the sub-division. The DTO said a drive against the illegal operation of vehicles would be launched soon and the vehicles being plied without required permissions would be impounded and fined for evading tax. |

Eunuchs fight over jurisdiction
Pinjore, October 28 Led by Manju, a mahant, Pinjore-based eunuchs accused the Kalka-based eunuchs of threatening them of their lives. Manju alleged that eunuchs from Kalka were continuously threatening them of dire consequence and blaming them of intruding into their territory. High drama was witnessed outside the police station when a eunuch threatened to commit self-immolation if they were not provided security. Following this, the SHO deployed four security guards and a PCR vehicle for their protection and summed the Kalka-based eunuchs, who failed to turn up before the police.

Coaching institute to pay Rs 15,000 relief to student
Chandigarh, October 28 Disposing of the complaint filed by Ashutosh Sagar aged about 16 years through his father Bijay Kumar Rajak, resident of Sector 20, Chandigarh consumer forum directed sector 35 based FITJEET Limited to refund proportionate tuition fee paid by the complainant after deducting amount till August 30, 2013 and returning two post-dated cheques. The institute would also have to pay Rs 7000 as cost of litigation. As per the allegations, Sagar had passed Grade 10 with CGPA-10 in March, 2013 after which he had approached FITJEET Limited Sector 35-B, Chandigarh for coaching to clear IIT-JEE. The entire fee from April, 2013 to March, 2014 and April, 2014 to March, 2015 was demanded by FITJEET Limited. Accordingly, the complainant deposited the amount through two demand drafts for Rs .6900 and Rs 1,15,141respectively along with two post-dated cheques amounting to Rs.4600 and Rs 62950 were also given to the institute. On attending the classes for few days Sagar alleged that the institute failed to provide proper teaching and even questions raised by him were not solved. He alleged that his progress decreased day-by-day due to non-cooperation of the institute so Sagar wished to exit. Rajak took up the matter with the teachers of the institute who advised him to take benefit of pinnacle programme of the institute, which is a kind of dummy admission to a school, which has a tie-up with the institute, where the complainant would not be required to attend classes. In the meantime, Sagar fell sick due to the stress. As Sagar had not attended classes after August 15, 2013 he sought refund of tution fee which was withheld. Denying any deficiency FITJEET Limited said Sagar has himself withdrawn voluntarily from the course and his demand for refund of fee is not permissible as per terms and conditions of the enrollment. Consumer forum held, “Reliance on the declaration got signed from the complainant by the institute for non refund of fees cannot be accepted. It is one sided and would be deemed to be an unfair trade practice.”

UK Homes to pay for unfair trade practices
Chandigarh, October 28 The builders have
also been directed to pay Rs 10,000 as litigation expenses. The complainant, Meenakshi Rana, booked a plot in the project ‘Capital Greens’ launched by UK Homes at Zirakpur on the Zirakpur-Patiala Highway, Karala village, Banur tehsil, Mohali district (Punjab) and accordingly paid registration money
of Rs 3,00,000 on June 14, 2012. On demand by the builders, the complainant also deposited another Rs 3,00,000 on September 1, 2012. As per the form, the builders were to deliver the plot within 12 months, but even after two years, it has not been allotted to the complainant. It is averred that the complainant was astonished to learn that the builders had taken the aforesaid amount of Rs 6 lakh without there being any approval of the project by the competent authority and any sign of development at the site. Despite a notice being served, no representative of UK Homes appeared before the consumer court and hence they were declared exparte. Meanwhile, the forum ruled that the arguments of the complainant deserved merit and UK Homes was
found guilty of unfair trade practices. Allotment of plot The builders have also been directed to pay Rs 10,000 as litigation expenses.

Chandigarh, October 28 Padam Motors is in the dock for delivering a 2012 model car to the complainant in March 2013, while the client had opted for a 2013 model. The compensation has been granted on account of unfair trade practice and deficiency in service on the part of the dealer and also for causing harassment and physical agony to the complainant. Padam Motors has also been directed to pay Rs 11,000 towards litigation costs. Jatinder Kumar, a resident of Sector 52, stated in the complaint that he purchased one Chevrolet Sail UVA 2013 model. He paid a total sum of Rs 5,99,000 which included the cost of the vehicle as well as accessories vide receipts dated March 3, 2013. Besides, he also paid an amount of Rs 15,018 towards the insurance. It was alleged that the complainant was promised a corporate discount of Rs 13,000 but the same has not been given till date despite regular assurance in this regard. It has been further alleged that the complainant relied upon the assurances and promises made by the dealers of Chevrolet. However, it was alleged that Padam Motors very cleverly took advantage of the trust reposed on them and delivered a car of an older model which was of 2012 model. The matter came to his notice when he received the copy of the registration certificate wherein the year of manufacturing was given as 2012 instead of 2013. The complainant approached the general manager of the dealer who admitted to the mistake and assured that he would be suitably compensated but no action was taken despite several visits. In its reply before the forum, Padam Motors stated that the complainant was duly informed prior to the sale that the car was of November 2012 make and after due discount it was offered to him. The complainant availed the discount and did not raise any objection. It has been averred that the documents of the car which were issued on the date of sale also bore the date of manufacturing of the car as November 2012. “The dealers were required to prove the price of the 2012 model and the 2013 model of the said car on the date of sale which was March 15, 2013 to prove that a substantial discount was given to the complainant because of the fact that the car was of the November, 2012 make, but this was not done. Hence, the non-production of such type of evidence warrants an adverse inference against the dealers particularly when the complainant had not given any consent to purchase the 2012 model of car’’, ruled the forum.

The four had allegedly attacked a kiryana shop and opened fire. Sanjiv Kumar was killed while Vijay Kumar sustained injuries in the attack.

Cyber crime cases: Police to seek help of Interpol
Chandigarh, October 28 Sources in the police said that there were instances when the social networking sites or the e-mail service providers didn’t respond to the requests sent by the police Department that hampered investigations. Meanwhile, in many cases, the companies take several months to share the information which leads to delay in investigations that gives ample time to the accused to tamper with proofs. Sukhchain Singh Gill, SSP, UT, said to ensure speedy investigation into the cases of cyber crime, the Chandigarh Police would be approaching
the service providers through Interpol. “The headquarters of a majority of the IT companies are based in the United States for which we will be approaching the Federal Bureau of Investigation (FBI) through the Interpol”, the SSP added. Last year, Congress leader Pawan Kumar Bansal and BJP leader Satya Pal Jain had complained to the Chandigarh Police regarding unusual likes on their Facebook pages. The cyber cell had then written to the Facebook headquarters in the USA seeking details of the IP address of the computers from where the likes were hit, however, the information was not provided to the police. A police official said that roping in the Interpol would also help in nailing the accused, operating from other countries. “In a majority of cases where e-mails are hacked and where fake e-mails offer windfalls, on most occasions the accused operate from different countries. In that case, the Police Department through Interpol can reach them”, the police official added.

Police yet to nab absconding drivers

Dera Bassi, October 28 Though the police impounded the TATA Magic involved in the accident, no efforts were made to locate its owner so that the driver, who fled the crime scene, could be arrested. The police have hardly made any effort to identify the multi-axle vehicle that was parked along the highway. The TATA Magic rammed into the stationary vehicle, leaving three passengers dead on the spot and four other injured on Monday morning. Talking to The Tribune, Rajinder Singh, ASI, who is investigating the case, said the police had flashed messages to the Haryana Police to identity the multi-axle vehicle involved in the accident. He claimed that efforts were being made to locate the driver of the TATA Magic. “The police were facing some problems as the TATA Magic was bearing temporary registration number. Still, we are trying our best to trace and arrest the driver,” the investigating officer said. Three occupants - Deepak Kumar (24), ITBP jawan, Khush Kumar, a resident of Valmiki Basti, Dera Bassi, and Sant Lal of Preet Nagar Colony, Dera Bassi - died on the spot. Those injured are Mulsalim (40) and his two daughters - Joya (11) and Anju (13) - residents of Prem Nagar Colony in Dera Bassi, and Harjit Singh of Rauni Mohalla, Dera Bassi. In his complaint to the police Harjit Singh had alleged that the driver of the TATA Magic was driving rash, which led to the mishap.

Brothers beaten up at Mani Majra
Chandigarh, October 28 Complainant Jagdeep Singh (35), a property dealer, in his complaint to the police said that he along with his brother, Paramjit Singh, was sitting at his shop when the accused identified as Manoj Kumar, a resident of Mori Gate, Mani Majra, Vivek, a resident of Gobindpura in Mani Majra, Kalu, Habasi, Kuldee, alias Lala, Monu, Vikas, alias Kala, Veeru and others, attacked them with sticks and iron rods. The complainant alleged that the accused damaged their shop and stole Rs 70,000 cash kept in the office, a gold chain and a bracelet. The duo was injured and admitted to a hospital. The police have registered a case at the Mani Majra police station and arrested accused Manoj Kumar and
Vivek.

Mohali, October 28 According to reports, three girls, who worked at a call centre and were also students, were standing in the balcony of the house on the first floor. The youth entered the house and snatched the cellphone and the purse and fled the spot. The police are investigating the matter.

Punjab team selected for cricket tournament

Chandigarh, October 28 However, following a few mistakes, in the second frame, he failed to perform well and lost the set to 100-97. In the next two frames, Sumit maintained a good record and stole the match 3-1. In the senior snooker category, Tanurag Gautam, finalist of the junior category, defeated top rank Sumit Talwar by 2-0 in the quarter-final match.
