Users slam BMC’s MCGM app, say its dysfunctional

While the app can be used by citizens to pay their water bills, property tax, renewal of licenses and complaint redressal, only the water bills tab is functional for now

Two months after the Brihanmumbai Municipal Corporation (BMC) launched the MCGM 24*7 application, users from the city have slammed the app on its review page for being dysfunctional.

The civic body launched the app earlier in August as part of its initiative under mobile governance (M-governance). While the app can be used by citizens to pay their water bills, property tax, renewal of licenses and complaint redressal, only the water bills tab is functional for now.
The civic body has missed its own September-end deadline to initiate the property tax and licence tab.

Though it has scored 3.8 of 5 on the review page, many users have complained that the app is useless unless completely functional.
An user Dayle Soares wrote, “What is the use of launching a 25 per cent functional app, the civic body should launch everything together or not launch it at all.” Another user Rahul Bhoir wrote, “It is already October, (they should) at least change the message for the non-functional tabs to a future date.”

Currently, when a user clicks on the tab, a dialogue box appears with a message saying that the tab will be launched in September. A user, Suryakant Shelar, also said that the civic body should ask for ratings only when the app is completely functional.

The three pilot applications are meant to serve as an addition to the civic body’s Citizen Facilitation Centres (CFCs), and is expected to reduce the time spent by Mumbaikars in civic offices. The administration had handed the project to C-DAC (Centre for Development of Advanced Computing), which is a Research and Development institution involved in the design, development and deployment of advanced Information Technology (IT) based solutions. The three applications are currently available on all android-operated phones. “There were some technical issues with the app which we are trying to resolve and we should be able to start the rest within the next 15-20 days. We are also trying to incorporate many applications within the app for the benefit of Mumbaikars,” Additional municipal commissioner SVR Srinivas said.

Earlier, the Mumbai Monsoon application, intended to benefit Mumbaikars with weather updates, launched by the BMC had also received a number of brickbats from citizens on its review page for being too slow.
