Trilokpuri: Mushawarat demands action against Delhi Police

New Delhi, 26 October, 2014: With deployment of adequate force and application of Section 144 in Delhi's Trilokpuri area following communal violence for two days, the situation at present is said to be under control.

But the disturbing news coming in is about the Human Rights violation of people picked up by the police. According to sources they have not been given food or treatment for their bleeding wounds. Police is not allowing lawyers to meet them. Human rights activists are planning to move the High Court tomorrow in this regard.

Meanwhile, All India Muslim Majlis-e-Mushawarat has sent a letter to Najeeb Jung, Lt. Governor, Delhi, to look into the role of  Deepak Mishra, the special commissioner of Police, Delhi, in this case; to release innocents picked up randomly; and to make sure "that communal elements do not feel emboldened and widen their area of operation in the National Capital Region."

A lie is being spread that the communal violence started in the area after Muslim objected to Hindus celebrating Diwali. According to our sources what happened was that someone bought liquor from an illegal shop bang opposite the ground which is venue for Mata ki chowki for years. Consumes it there itself and feels the need to relieve himself and does so near a side of the chowki tent. Organizers of the chowki object. No muslim is involved but as Muslims live in that block it was easy to spread rumours that Muslims desecrated the chowki. Thousands of people from nearby areas gather and start rioting.

The following petition signed by activists, academicians and citizens have been sent by email and fax to the Lieutenant Governor and the police commissioner today over communal violence:

October 26, 2014 We the undersigned and many other citizens of Delhi are deeply concerned about the role and steps taken by the police in the process of restoring communal peace and harmony, and ensuring legal justice, following the recent communal tensions in Trilok Puri, Delhi. We are worried by reports that many young men are being illegally detained for long periods, and political representatives of one segment of the young men are being permitted to enter the police stations, whereas other lawyers and senior activists are not being permitted to enter the police stations. Rightly or wrongly, this has created an impression of communal and political bias and a lack of fairness. This is not conducive to restoring peace in the area. We therefore demand that the local police are firmly instructed to function in ways that are transparent, bipartisan and fair. We further demand that all persons who are detained in connection with the violence are presented before a magistrate, and due and fair process of law not only followed but seen to be followed by all affected people. We further demand that medical tests are done of all injured persons, and that family members and lawyers are permitted to meet the detained persons.

Following is the text of the letter sent today to Najeeb Jung, Lt. Governor, Delhi.

  Respected Sir,   Further to my text to you yesterday afternoon regarding the situation in Trilokpuri area, I wish to bring out to you that though the situation at present is under control and curfew has been clamped on the area, according to our information around 250 persons, mostly Muslims, have been rounded up by the police. They are kept in the areas’ police stations without food and medical attention (some are wounded because of the violence). They are being subjected to beating and torture.  The violence in Trilokpuri was one-sided where Muslims were attacked by local anti-social elements with the help of persons from nearby areas. Muslims had locked up in their houses or left the area altogether when tension mounted. Their homes were attacked with stones, Muslims found on streets were attacked with various weapons. According to our information, Mr Deepak Mishra, the special commissioner of Police Delhi who is incharge of the area is responsible for the one-sided action by the police.   It is our earnest request that innocents be released, rioters especially from outside the area are sternly dealt with and action is taken against biased police officer(s) along with their immediate transfer from the area.   This is the first time in about two decades that Delhi has seen a full-fledged communal riot. Kindly see to it that communal elements do not feel emboldened and widen their area of operation in the NCR of which you are incharge.
