Court issues summons against Dr Ian Clarke

KAMPALA.
Buganda Road Magistrate’s Court has issued criminal summons against Makindye Division Mayor Ian Clarke for allegedly impersonating Kampala Lord Mayor Erias Lukwago.

The summons issued on Thursday read: “Whereas a complaint on oath has been made against you by a one Mubarak Munyagwa on charges of personating a public officer C/S 92 of the Penal Code Act Cap 120, you are hereby directed to appear before this honourable court on the 3rd day of November, 2014, at 9 O’clock to answer charges herein.”

Early this month, Kawempe Division Mayor Mubarak Munyagwa filed a case in the Chief Magistrate’s Court at Buganda Road.

Mr Munyagwa alleged that on September 29 at a ceremony where the mayor of Bujumbura, the capital of Burundi, was to hand over the seat of the East Africa Local Authorities and Sports Cultural Association to his Kampala counterpart, Dr Clarke held out as the Kampala Lord Mayor and received the instrument of power in violation of the law.

The handover was organised by minister for Kampala Frank Tumwebaze at City Hall.

Dr Clarke denied the allegations, saying he acted as the mayor of Makindye Division because he was the only mayor from Kampala at the event.
