Myanmar parliament mulls electoral changes favoring ruling bloc

YANGON -- Parliament began deliberations Tuesday on introducing proportional representation in national elections, a move seen benefiting the ruling coalition going into next fall's contest.

     Myanmar now uses single-member constituencies. A special parliamentary committee, created by the ruling Union Solidarity and Development Party, has submitted proposals to incorporate proportional representation. Eight types of electoral systems are on the table. Some call for fully switching over to proportional representation, while others would combine it with single-member constituencies.
