Andhra Pradesh accuses Telangana of acting unilaterally

The Andhra Pradesh Government has written to Governor E.S.L. Narasimhan, seeking his intervention into what it called the unilateral and arbitrary bifurcation of corporations listed in Schedules IX and X of the Andhra Pradesh Reorganisation Act by its Telangana counterpart.

In the letter, believed to have been sent to the Governor a few days ago, the AP government spelt out its approach on the institutions, including in Schedules IX and X and also those left out from the legislation.

Panel guidelines Sources said that the Andhra Pradesh government insisted on adherence to the Sheila Bhide committee’s guidelines on bifurcation of Schedule IX institutions and not let the Telangana government take any unilateral decision.

For the Schedule X institutions and those left out of the Act, Andhra Pradesh said the first priority should be joint management or else bifurcation.

It said it would not accept the Telangana government’s view that institutions would devolve to Hyderabad on the basis of their location.

Joint resources They were developed with joint resources in the combined State and hence should belong to both, it argued.

It also objected to the Telangana government notifying separate State Election Commission (SEC) and AP Information Commission (APIC).

They are constitutional bodies and no one should be appointed to the bodies unilaterally.

Telangana State had been adopting different norms to different institutions to suit its convenience and it was not proper, it added.
