New Delhi: Every three out of four people in Uttar Pradesh are yet to be issued an Aadhaar number, according to a Tuesday statement by the Unique Identification Authority of India (UIDAI).

Although the agency has managed to make inroads in India’s most populous state by issuing 50 million numbers, it still faces the difficult task of covering the population in Uttar Pradesh, which is home to 199.8 million people, Census 2011 data shows.

Earlier this month, the cabinet committee on economic affairs had approved the fifth phase of the unique identity number project to undertake enrolment in Uttar Pradesh, Bihar, Chhattisgarh and Uttarakhand.

The authority has the task of generating one billion Aadhaar numbers by the end of 2015. More than 680 million numbers have already been issued.

The coverage of Aadhaar in these key states will be crucial for the success of the government’s financial inclusion plan—the Jan Dhan Yojana—as well as its plan to directly transfer key subsidies such as those on cooking gas and kerosene directly into the bank accounts of beneficiaries.

While around 14% of Bihar’s population has been assigned Aadhaar numbers, it is around 26% in Chhattisgarh and 34% in Uttarakhand.
