Fail to meet land revenue target, face Odisha govt action

BHUBANESWAR: It's not uncommon for private companies to take action against their employees who fail to meet their annual target. Taking a similar stance, the state government has decided to act against its officials who failed to generate "targeted" revenue set for each of them.
The revenue department has served notices to district sub-registrars (DSR), district level authorities who record land transactions, in eight districts for their failure to meet the income goal given to them by way of collecting stamp duties and registration fees.

The government has charged the officials with "lack of initiative to achieve target of the government" and "dereliction of duty" and threatened disciplinary action under Orissa Civil Services (Classification, control and Appeal) Rules, 1962.
According to the revenue department charges, it had set a target of Rs 4 crore annual (2014-15) revenue for Nuapada district DSR and a goal of Rs 1.16 crore till July. However, the DSR could earn only 88 lakh by then.
Jharsuguda with a target of Rs 5.8 crore till July (Rs 20 crore for the financial year), generated only Rs 2.96 crore. Kalahandi managed to collect Rs 2.23 crore against a target of Rs 3.33 crore by July (annual target Rs 11.5 crore). Bargarh with a target till July of Rs 4.64 crore, earned only Rs 2.89 crore (annual target 16 crore).
Angul, Nayagarh, Keonjhar, Gajapati are among the other four districts where the DSRs invited government notices for failure to meet their revenue target.
The government had fixed annual targets for 2014-15 for all the 30 districts in May. After reviewing the first quarter (May-June-July) achievements, notices were issued to the underperformer, a government officer said.
