Exeter and Oxford are both still to record a first League Two win of the season after sharing the points.
The Grecians went in front when Graham Cummins scored an early penalty after George Long brought down Alex Nicholls.
Oxford soon levelled as Callum O'Dowda swept home Bolton loanee Joe Riley's centre from close range.
The hosts looked most likely to find a second-half winner, but Liam Sercombe was twice denied by U's keeper Long and Cummins volleyed over.
The draw is enough to move Exeter off the bottom of the League Two on goal difference at Carlisle's expense, but they and their visitors remain in trouble at the wrong end of the table.
