Chancellor Angela Merkel said Islamic State militants pose a threat beyond the Middle East, justifying Germany’s decision to arm Iraqi security forces to counter the group’s expansion.

As her government breaks a post-World War II taboo on sending weapons to conflict zones, Merkel told lower-house lawmakers in Berlin today that German security is at risk as the movement seeks to set up an Islamic caliphate.
