Delhi Police Commissioner B.S. Bassi has unleashed a new code of conduct for all police personnel in the Capital.

In a stern warning to the force, Bassi has warned the personnel to "minimise negative public opinion against the force." And that means, Bassi has cautioned, policemen cannot be present near any construction site; and they have to stop people from consuming liquor on the streets.

"Be on the streets to check crime, rather than questioning construction in the houses. Police have no role there," he bluntly told senior police officers at a recent crime review meeting held at police headquarters, asking them to send the message down the line.

Admitting that people consider police as a partner in corruption, Bassi has warned the force that if he receives any photograph of any cop near any construction site, or that of people drinking liquor on the streets, then strict action will be taken against responsible police personnel.

A joint commissioner of police (JCP), who was present at the meeting, told MAIL TODAY that the police commissioner was unhappy with the rising number of complaints of corruption involving police personnel. "Bassi directed all JCPs to ensure that any police personnel do not go to any construction site," he said.

"He has also said that if a PCR receives any call regarding any illegal construction in the city, then they have to first inform their station house officer (SHO), who will seek permission from his ACP," the officer added.

"At the meeting, besides discussing how to curb street crime, they also dealt with the issue of the corruption in police force. Within few days of launching a helpline number, over 1,000 phone calls were received, and there were several complaints against the police personnel," another senior police officer told MAIL TODAY.

According to sources, the SHOs have also been told that "instead of saving the errant colleagues in the name of pending vigilance inquiries, they should take immediate action to avoid bad publicity from the locals."

Following Bassi's directions, all JCPs have asked the deputy commissioners of police and SHOs in their respective ranges to personally enforce the guidelines. "Now all the SHOs have asked their subordinates to make sure that no one consumes liquor openly on the streets," the officer added.
