A fornight after he was compulsorily retired on corruption charges by the Jitan Ram Manjhi government, a Bihar administrative service officer was found to be officiating as the district magistrate of Vaishali in Bihar.

Additional District Magistrate Ramesh Mishra took charge as the officiating district magistrate after the incumbent Vinod Singh Gunjiyal went on leave on July 21. Mishra was apparently oblivious of the fact that he had already been 'compulsorily retired' a week ago on July 14.

According to a government communique dated July 14, the Bihar government compulsorily retired Mishra in view of the corruption charges which were found true against him in a case dating back to 1995.

A copy of the order was also sent among others to the Vaishali district magistrate for necessary action and compliance of the order but no follow-up action was taken against Mishra. Instead, he was given charge of the district magistrate on July 21.

Interestingly, Mishra is said to have himself received the order for his removal on Thursday. He was subsequently removed and the charge was given to Deputy Development Commissioner Uma Shankar Mandal. A senior official of the general administration department said the letter for Mishra's removal had reached the Vaishali administration on July 30.

Mishra was charged with having illegally given 182 acre of government land on lease to private parties for tea gardens in the 1990s in the Pothia block of Kishnganj district when he was posted as the deputy collector (land reforms) there. The government finally issued the order in this regard on July 14, but Mishra had held on to his job until July 30.
