Despite red flag, Hooda goes ahead with new commissioners
Chandigarh, July 27 Raising a red flag on the appointments that had the nod of outgoing Governor Jagannath Pahadia, Secretary, Administrative Reforms, Pradeep Kasni, in his communication to the Haryana Government, said that appointees were holding an office of profit because of which no appointment letters were issued. He said this should be brought to the Governor’s notice and cleared so their appointment letters could be issued. Kasni, it is learnt, raised an objection to the appointment of the Information Commissioners, claiming it violated Supreme Court directions. “The committee, while making its recommendations, must explain their eminence in public life, knowledge in the particular field and their experience in it after which these ought to have been uploaded on the website. Leader of Opposition Om Prakash Chautala, too, in his correspondence to the committee after the proceedings were circulated raised certain points that were not addressed,” sources said. Kasni’s letter also points out that two persons appointed under the RTS Commission had not resigned from the posts they were holding. Kasni, when contacted, said that he had been facilitating the appointments. “It is my duty to bring to the government’s notice anything that is amiss. Also, I don’t want to be dragged into anything illegal,” he said. However, Chief Secretary SC Choudhary said there was no illegality involved in the appointments and the administering of oath. “Nobody was holding an office of profit at the time of his oath. They were either retired or had tendered their resignations or sought voluntary retirement. There were some typographical errors that were corrected under my signature. Kasni, as per his understanding, only brought to the government’s notice that the new appointees had not resigned from their previous positions, which was not the case,” he said. Meanwhile, in a hurriedly organised ceremony, Hooda administered the oath to State Information Commission members Shiv Raman Gaur and Rekha Rani. With this, the number of members stands at 11, including the Chief Information Commissioner. Those administered oath of commissioners of the Right to Service Commission were Sarban Singh, Dr Amar Singh and Sunil Katyal. Three persons were appointed members of the Haryana State Food Commission. They are former director general, Animal Husbandry and Dairy Development Department, Dr KS Dangi, former IAS officer Satwanti Ahlawat and Hemant Sharma. The appointments

SAD buckled under BJP pressure to cancel meet

Chandigarh/Sirsa, July 27 Sources said the BJP had expressed concern over the handling of the HSGMC issue by the SAD, saying it would cause irreparable damage to the BJP in the Vidhan Sabha elections in Haryana. The BJP, sources said, had conveyed to Punjab Chief Minister Parkash Singh Badal that escalating the HSGMC row at this time would help the Congress and mar the chances of the party of repeating the performance in the Lok Sabha elections. At the same time, the BJP conveyed to Badal that it would not accept anyone else as the chief minister if he offered to step down to lead the agitation for disbanding the HSGMC. Even within the Sikh leadership, there has been a critical review of the role played by Akal Takht Jathedar Giani Gurbachan Singh, apparently at the behest of the SAD leadership. Community leaders said the excommunication of three leaders of Haryana who spearheaded the fight for a separate gurdwara body and asking them not to function lowered the prestige of Akal Takht. A former secretary of the Shiromani Gurdwara Parbandak Committee (SGPC), Manjit Singh Calcutta, said: “The Akal Takht Jathedar does not know what he is doing.” He added that he (Jathedar) had no authority to issue such edicts. Sources close to the senior leadership of the SAD and the SGPC have said that multiple factors led to the decision to cancel the Sikh conclave. Besides the BJP “warning”, some Sikh leaders advised Badal that the move was likely to prove counter-productive as it would split the Sikhs and impact the SAD’s following both in Punjab and Haryana. At the same time there was no likelihood of stopping Haryana on the HSGMC issue at this stage. Shanta Kumar, former Chief Minister of Himachal Pradesh and in charge of Punjab BJP affairs, had met Badal two days ago to convey the BJP high command’s concerns over the possibility of the confrontation on this issue snowballing into a major row and causing damage to the BJP in the Haryana Vidhan Sabha elections. Sources said there were three reasons behind cancellation of the congregation. “Firstly, the SAD leadership had realised that the issue was becoming Sikhs versus Sikhs rather than becoming Sikhs versus the Haryana Government. Secondly, the Sikh intelligentsia, by and large, was not favouring Badal’s stand on the issue. Thirdly, the Centre, too, had conveyed it to the Punjab Government that when it has taken a tough stand on the issue, there was no point in precipitating the situation,” they said. Sources said that during their campaign for the proposed Amritsar congregation in Haryana, the SAD leaders received a lukewarm response, as a majority of Sikhs in the state had been favouring the HSGMC. The SAD leadership, according to sources, has come to realise that once enacted as a law, the HSGMC Act cannot be reviewed without the Assembly itself doing it. Even the new Governor Kaptan Singh Solanki, who took charge today, may not be able to do much on the issue under the Constitution, the sources said. Under these conditions, the only option left for the SAD as well as the SGPC is to wait for three months and hope that either the BJP or the INLD comes to power in Haryana and repeal the HSGMC Act. Birender: Didn’t meet CM in Delhi
Kaithal, July 27 The Rajya Sabha MP during a meeting with his supporters at Kalayat today accused the Congress leadership of betraying him on several occasions, but satirically thanked it as repeated setbacks had made him a political pundit, without being a pundit by birth. His wife, Prem Lata, who is a member of the Congress, was present at the rally. As for his reported meeting with Hooda, he termed it a figment of imagination of the media. “I have always worked for the welfare of state Congress. But the chief minister and his team have always conspired against me without any reason. I have been raising my voice against the regional discrimination, but Congress leaders say I am acting against the party. I fail to understand why they level such allegations,” Singh said. “I will not compromise on principles and continue my fight against discrimination in development against several areas of the state,” the Congress leader said. He cited the example of underdeveloped Bangar area of the state. “For 10 years, youth of the area have not got government jobs,” Singh claimed and added that in view of people’s sentiments, he was forced to raise his voice against this injustice. Singh has been organising rallies in the state to assess the mood of his supporters. Last month, he had announced that he would take up the cases of his 25 supporters for tickets in the Assembly elections. He alleged that the Congress did not give them their due respect in spite of their hard work. In an apparent reference to leave the party, he said his supporters would soon raise flags of his choice. “When we reached the venue of the rally, my wife asked me about the missing flags of the party. I told her that these all are my supporters and they would put up flags as per my choice when I would ask them to,” Singh said. Bishnoi hits out at INLD, Cong for ignoring state’s interests
Panipat, July 27 “The people of the state have been exploited for the past 18 years, first during Om Prakash Chautala’s rule and then by the Bhupinder Singh Hooda government,” he said at the HJC’s “Parivartan Rally” here today. He did not speak on the party’s “alliance partner” BJP. No BJP leader was seen at the rally. Taking a dig at the government’s claim of the state being the number one in terms of development initiatives, the late CM Bhajan Lal’s son alleged: “Haryana is number one only in deteriorating law and order situation, regionalism and atrocities against Dalits.” Kuldeep, accompanied by his elder brother and former deputy Chief Minister Chandra Mohan, further said: “There is not much difference in the Congress and INLD as rule of either party will spell trouble for the people.” Public, the HJC chief said, had not forgotten how their land, houses and shops were encroached on and girls were targeted during the Chautala’s rule. To assess the mood of the people, he asked the gathering whom they did want as the next chief minister. Posing options before them, he asked: “Chautala? Faridabad, July 27 Ram, who was here to inaugurate election offices in various constituencies, asked the party workers and supporters to establish direct contact with voters and expose the “misdeeds” and “failures” of the ruling government. He said while both the Congress and the BJP stood exposed, it was the BSP which could provide an alternative when the state was at the political crossroads. While the BSP has already released the list of 17 candidates in the state, including four in Faridabad and Palwal districts, he said the second list was likely to come out in a
few days. Describing the decision of going alone in the coming elections as a timely move, Tek Chand Sharma, party candidate from Prithla Assembly segment, said it will give a strong message to the voters that the BSP was a party that did not depend on others to gain power and it did not believe in hook or crook tactics. Hooda vows to get state’s share of SYL canal water
Mahendragarh, July 27 He said after a long battle in court, now the time had come to get water from the SYL Canal and the government was leaving no stone unturned to realise the decade-old dream of South Haryana residents, by ensuring the reach of the canal water there. Lashing out at the BJP for failing to check inflation, Hooda said though the Modi government had just completed its tenure of two months, its policies had led to increase in the prices of various essential commodities. Announcing a slew of incentives for Mahendergarh, Hooda said an Industrial Model Township (IMT) at Khudana village, sub-depot of Haryana Roadways and a workshop for the repair of electricity transformers would be set up in the district. Jind, July 27 “Girls from Bihar are being trafficked to Haryana due to lack of girls here and middlemen are minting money and duping unmarried Haryana men. We held a meeting with Bihar khap and Jat leaders and have decided to help Haryana bachelors in finding suitable girls from Bihar and other states,” said Tek Ram Kandela, president of Kandela Khap and national convener of Sarv Khap Panchayat, after attending a seminar on ‘skewed sex ratio, female foeticide, human trafficking and rising crime,’ held at a local hotel today. Bihar Jatt Sabha president Shiv Partap Singh, Gathwala khap’s Ashok Malik, Meham Chaubasi khap’s Tulsi Grewal, president of ABVP Mamta Yadav, and National President of BJP Kisan Morcha Om Parkash Dhankar, who triggered a controversy earlier this month by suggesting to arrange brides from Bihar, also attended this seminar. “No khap is against inter-caste and inter-state marriage, but unmarried youngsters are allegedly undertaking illegal means to fulfil their marriage dreams. The government must stop it immediately by making the registration of marriage mandatory to control the trafficking of girls from Bihar and other states,” demanded Tek Ram Kandela. Hisar, July 27 Later, he arrived in Hisar and stayed with the girl’s family for a day and then invited her to Jaipur, where he had been studying at a college. The girl said she visited Manish on August 19 last year. She alleged she was offered some intoxicant after which she fell unconscious. The youth raped her and shot a video. She said he blackmailed her saying he would make the video public if she did not do as he said. Fearing social stigma, the girl reportedly handed over her gold jewellery and two ATM cards to Manish. She approached the police and lodged a complaint against 13 persons, including Amit, Jagdish, Seema, Beena, Abisha, Dimbal, Lakshmi Kant, Arman, Deepak Nagar, Manjit Nagar and Manish. Officers’ posts vacant, clerks run Ambala DEO’s office
Ambala, July 27 After the transfer of DEO Suman Arya on July 4, Vandana Gupta was posted to Ambala, but she has not joined duty. No official of this office has been assigned the drawing and disburse powers. Out of 33 secretarial posts, 19 are vacant. Similarly, out of six posts of assistant superintendent, five are vacant. There is a provision of 11 clerks but only five are on the job currently. All sanctioned posts of senior stenographers, statistical assistants and computer clerks are also vacant. The office deals with around 800 government and 200 private schools in the district. Headmasters and teachers face great inconvenience as no responsible officer is available in the office to hear their grievances. Interestingly, the diary and dispatch clerk, who generally takes delivery of routine complaints and official documents of schools, is also not in office presently. The headmaster of a government school said the working of the office had been badly hampered in the absence of the District Education Officer and his deputy. |

Four hurt in Pehowa clash
Pehowa (Kurukshetra) July 27 In spite of Section 144 being imposed, a large number of people reached there with shovels and sticks and the clash took place in the presence of police. Nirmaljeet Kaur, Ranjit Kaur, Gurjit Kaur and Surender Kaur who got injured in the clash were rushed to the local government hospital. In their complaint to the police the victims said they were attacked by people of the same village who came to take the possession of land. To handle the situation police had to pull up their socks. According to the sources, the police reached at 6 am in the village, the controversial land of 378 acres was divided in four sectors for which duty magistrates were specially appointed. Besides them six DSPs, 1,100 police personnel and 150 lady police personnel were also deployed for the same. However, in spite of heavy police force and Section 144 being imposed, a large number of people were seen wandering in groups with shovels and sticks. Fatehabad, July 27 Addressing the employees, Nepal Dev Bhattacharya, former MP and secretary, All India Road Transport Workers’ Union, said the governments of different states were depriving them of their rights and privileges. Rohtak: Newly elected president of the Haryana Sikh Gurdwara Management Committee (HSGMC) Jagdish Singh Jhinda has said Punjab Chief Minister Parkash Singh Badal has always done politics of "vote and note". Talking to the mediapersons here today, Jhinda said SGPC head Avtar Singh Makkar and SAD chief Parkash Singh Badal should guide the Sikhs of Haryana. In a sharp attack on the SAD chief and the Punjab chief minister, Jhinda alleged Badal always focused on getting money from the Haryana gurdwaras and votes from the Sikh residents of the state. Advising Badal to play the role of an elder brother and prevent friction among the Sikhs, the HSGMC president said he would soon send a written request to Akal Takht, SGPC head Makkar and Badal to play a positive role in maintaining peace and brotherhood. He said he and the other office bearers of the HSGMC would pay a visit to the Golden Temple at Amritsar prior to their swearing-in ceremony.
