Binmaley mayor’s SOMA highlights surplus

BINMALEY- The town’s political leadership assured its residents that more development projects can be launched this year after reporting a surplus in last year’s budget.
Mayor Simplicio Rosario’s State of the Municipality Address (SOMA) last week detailed how the town, known as the Fish Bowl of Pangasinan, achieved big savings through judicious spending of the town’s funds by cutting unnecessary expenses.
“The very first financial policy upon my assumption on June 13, 2014 was to curb unnecessary expenses,” Rosario said, in his 40-minute SOMAon July 14, 2014.
Mayor Simplicio Rosario’s State of the Municipality Address Monday focused on proper disbursements of funds as he does not want a repeat of last year’s overspending of the previous administration.
Comparing his predecessor’s maintenance and other operating expenses or MOOE over the same period (July 2012 to June 2013) his efforts yielded a P8,819,980.60 savings.
“Wise spending means more and better services for more people,” he said.
On the revenue side, Rosario reported an increase of P1,703,705.43 from the last year collection of the previous administration
The LGU is already close to meeting its target income of P5,485,000.00 from permit fees for this year in just the first six months, having collected P5,033,532.56.
He described his his first year as very challenging citing the drastic reforms he had to implement.
He also revealed his plans to further boost the local economy by constructing a new public market and promoting with his, “Bloom Binmaley.” Program.
Among his other development plans inclue the construction of 300-400 houses for informal settlers in a two-hectare lot in Brgy. Tumbor, installation of an irrigation system in all agricultural villages, establishment of evacuation centers and barangay halls in at least ten barangays, construction of Binmaley Canteen to be managed by cooperative, and establishment of the Binmaley Training Center, and the intensification of anti-drug campaign.
He said his slogan “Serbisyo Agad Maaasahan” will deliver the basic services his constituents demand of his administration.
After the SOMA, Rosario led the awarding of computer and air conditioner units to the schools in the town. (Tita Roces and Johanne R. Macob)
