320 Mahila Suraksha Dals to make Delhi safer for women

320 Mahila Suraksha Dals (MSDs) will soon be made functional in the capital to make it safer for women and girls. One MSD each in all 11 districts in the Capital will be inaugurated on the day of Raksha Bandhan as a pilot program.  

This decision was taken at a high level meeting chaired by the Chief Secretary, Delhi Shri SK Srivastava. The meeting was attended by Principal Secretary (Home), Principal Secretary (Finance), Principal Secretary (WCD) & Social Welfare, Mission Director (Samajik Suvidha Sangam), Director (WCD) and Coordinator MSD Group.  

As per framework of Mahila Suraksha Dal Project formulated by Coordinator MSD Group, it has been envisaged that instead of creating new parallel structures, Awaaz Uthao Project initiated by the Delhi Government which addresses women safety issues, will be renamed as Mahila Suraksha Dal and Awaaz Uthao groups will be further strengthened both in terms of composition and functioning.

Under this initiative Collectives/MSDs at the grassroots level to address the issues of women safety at public place and support women in distress including situations of sexual harassment/assault and rape, shall be formed. These MSDs will comprise of retired army personnel, representatives from the local community (both men and women) local NGO representatives/ RWA/MTA members. 

It is envisaged that these MSDs would act as an effective instrument of change in their respective communities and bring about perceptible improvement both in societal mindset towards gender issues and physical environment. They would be created in such a way that the community is not only involved but plays an important role.

These women’s security teams would not be a parallel police force but more like private security guards who will not only undertake safety audits to identify key security issues pertaining to women in the community but would also mobilize the local police and administrative machinery to take  appropriate action.

The overall objective of formation of MSDs is to make Delhi safer for women and girls by enhancing capacities of communities and its agencies to prevent and respond to violence against women/girls. It also aims to empower women and girls to exercise their basic human right to enjoy public spaces and freedom of mobility.

Existing 50 Gender Resource Centres (GRCs) where Awaaz Uthao project is presently being run with other 30 GRCs shall be taken up for setting up MSDs and the project shall be extended to remaining GRCs in phases. The new GRCs where Mahila Suraksha Dals are to be set up shall be attached to the existing nearby GRCs, which are already implementing Awaaz Uthao Project, for understanding working ethos and objectives and they shall also perform the work of master trainers.

Ex-servicemen who are interested in offering their services to the cause on a voluntary basis shall be involved in the functioning of Mahila Suraksha Dals.

Each identified GRCs shall form 4 MSDs which will consist of 20 community members (4 men, 4 women, 4 girls, 4 boys and 4 local NGO workers who are not in GRC network) and 3 Ex-servicemen.

Active involvement of Ex-Servicemen in the project shall be ensured through Rajya Sainik Board/RWA/MTAs, wherever possible and they shall be reimbursed Rs 750 on a monthly basis for their telephone/transport expenses.  

Taking into consideration, the plan submitted by the Mission Convergence for the launch of MSD, the Chief Secretary has directed to launch the project in a pilot mode in strategically identified locations in discussion with the Rajya Sainik Board on the day of Raksha Bandhan. Accordingly one location in each district has been identified for launch of the project. These locations fall under the catchment areas of following GRCs :
