BJP, Congress spar over credit for road projects
Chandigarh, June 26 A day after senior Haryana BJP leader and Union Minister of State for Road Transport, Highways and Shipping Krishan Pal Gurjar claimed credit for fast-tracking four major road projects in the state, Chief Minister Bhupinder Singh Hooda and PWD Minister Randeep Surjewala claimed that these road projects had already been approved by the UPA Government and were currently under execution. Randeep Singh Surjewala claimed that the National Highways Authority of India(NHAI) had already called the bids for request for qualification (RFQ) for the Panchkula-Yamunanagar national highway (NH-73) to be opened on June 27. Earlier, the NHAI had appointed a concessionaire for the four-laning of the entire stretch from Panchkula to Yamunanagar. However, the concessionaire, M/s Gammon India Ltd, withdrew from the project owing to certain issues, including financial closure and environmental issues. Similarly, the four-laning of the Ambala-Kaithal stretch of NH-65 was approved over a year back and the bids had already been called by the NHAI for request for proposal. Surjewala also claimed that the construction of NH-21-A Pinjore-Baddi Road(NH-21-A) was approved by the UPA Government and the land acquisition for the entire stretch had been approved by the Union Ministry of Road and Highways on April 24. However, despite Surjewala’s claims the fact of the matter is that all these projects had been hanging fire for several years now . Even senior Congress leaders, including former Ambala MP Kumari Selja, in whose parliamentary segment these roads fell, went on record alleging discrimination with her constituency in development works, including laying of the roads. Current Ambala MP Rattan Lal Kataria is more vocal on issue alleging that during the last 10 years of the UPA regime at the Centre and the Hooda government in the state, northern Haryana, especially the Ambala parliamentary segment, faced ‘step-motherly’ treatment in development works, including delaying of the four-laning of major road projects. “If Gurjar is trying to speed up the implementation of the road projects, Hooda and Surjewala should appreciate the minister’s initiative instead for decrying his efforts,” Kataria asserted. New Delhi, June 26 Sources said Bishnoi maintained that the BJP should stick to the original formula of the alliance—45 seats each and the post of Chief Minister for the first half term. He also told the BJP President that whatever was said and done by his party was in response to the state BJP leaders’ comments about the HJC-BJP alliance. However, the HJC performance has changed the dynamics of the relationship between the two allies. Bishnoi was also apprised of the growing pressure on the BJP from Punjab —the Shiromani Akali Dal—for a tieup with the Chautalas-led INLD for the upcoming Assembly poll. “If the BJP ties up with the INLD, it will sweep the elections. Central BJP leaders are amenable to the option but a prominent section of the state leaders is vehemently opposed to the proposition,” a senior leader claimed. BJP sources say Bishnoi is keen to stay on with the alliance but on terms that are conducive for him and his party. The BJP leadership seems to be open to the idea that Bishnoi merges the HJC with the saffron party. Besides, if the BJP does not go with the INLD, the SAD will definitely contest with the INLD—its alliance partner in Haryana. It will be the repeat of the piquant situation of 2009 Assembly elections and the 2014 Lok Sabha poll where an NDA partner was openly supporting the party which was contesting in opposition to the alliance. Sources say both BJP and HJC stand to gain if they stick together. If the HJC and the BJP break up, Bishnoi may not be able to make substantial gains in the Assembly elections but he has the potential to harm BJP prospects in urban areas. |

Man accused of rape, murder found dead
Yamunanagar, June 26 The body of Hamid, also of the same village, was found from the same spot in the canal near Dadupur village where 40-year-old Indri Devi was found dead on Monday. She had gone missing under mysterious circumstances some days before her body was found. On the complaint of Indri Devi’s son Sandip, the Chhachhruali police had registered a case of murder against Hamid (42). Sandip had alleged his mother was kidnapped, raped and murdered by Hamid. Acting on the complaint of Hamid’s father, Alisher, the Chhachhruali police have booked four persons of Indri Devi’s family on the charge of murder. Residents of Malikpur Khadar village fear it may be a case of honour killing, as injury marks were found on Hamid’s head. The police also recovered Hamid’s motorcycle from the canal bank. Four glasses, a bottle of cold drink and some other articles were recovered from the bike, a source in the police said. Chhachhruali SHO Harvinder Singh said they would probe the case from all angles, including honour killing. He said four members of Indri Devi’s family — Hansraj, Sandip, Kavita and Vir Singh — had been booked on the charge of murdering

Man booked for raping sister-in-law Yamunanagar: A woman has lodged a complaint of rape against her brother-in and charged her husband, mother-in-law and sister-in-law for harassing her for dowry. The victim said her husband and other members of the family had gone out of station on May 17 and she was alone at home that day. She alleged her brother-in-law Sunil Kumar of Tirth Nagar came over and raped her. She said when she narrated the incident to her husband and other members of his family, they asked her not report the matter to the police. She came to her parents in Yamunanagar a few days ago and told them about the incident. They asked her to get a case registered against the accused. The police have booked Rajat, his mother Meena and sister Mona for harassing the victim. — OC

Rohtak, June 26 “The performance of an employee/officer in an organisation is primarily a matter between the employee and the employer and normally these aspects are governed by the service rules which fall under the expression ‘personal information,’ the disclosure of which has no relationship with any public activity or interest. On the other hand, the disclosure of such information will cause unwarranted invasion of privacy of that individual,” the Haryana Chief Information Commissioner
(CIC) noted while responding to the appeal. The CIC maintained that the SPIO had rightly denied the information by citing a Supreme Court judgment SLP (Civil) No. 17734 of 2012. The statement comes in response to an RTI appeal filed by
Subhash, the state convener of the Haryana Soochna Adhikar Manch, here recently. In an application submitted under the RTI Act, Subash had sought information about the
IAS, IPS, IRS, HCS and HPS officers serving in the state, who had faced corruption charges between January 1, 2000, and October 31, 2013. He wanted to know what action had been taken against such officers by the government and how many of them had been promoted or demoted after the levelling of corruption charges against them. The Haryana government authorities outrightly denied providing any information sought by the
Rohtak-based RTI organisation in this regard. The RTI reply furnished by the office of the Deputy Secretary had stated: “The application in respect of IAS and HCS officers is personal in nature and is exempted under the provisions of section 8(1)(j) of the Right To Information
Act…” Subhash maintained that he filed another application to the First Appellate Authority — the State Public Information Officer-cum-Secretary to the Government of Haryana — but failed to get the desired information as the said authority also maintained that the disclosure of names of corrupt officers and action taken against them was a matter of privacy between employee and employer. The RTI activist then filed a complaint against both government agencies with the State Information Commission and urged it to take suitable action against them for shielding the corrupt officers in the name of privacy. |

12 force NPCIL officials flee acquired land at Gorakhpur
Fatehabad, June 26 They were booked on a complaint lodged by Hoshiar Singh, Manager (HR) of NPCIL, A police spokesperson said, “The villagers are alleged to have prevented NPCIL officials from entering their land acquired for the project and uprooted the fencing installed by the corporation at the site.” Hoshiar Singh did not respond to calls made to his mobile while TR Arora, Project Director of the GHAVP, said as he had been in Kota for the past three days, he did not know the facts of the case. Ram Singh Bishnoi, District Revenue Officer, Fatehabad, said the owners of 28 acres of the 1,313 acres acquired for the Gorakhpur project had been demanding enhanced compensation in accordance with the amended Land Acquisition Act. They had moved the Punjab and Haryana High Court with their grievance which had directed the Financial Commissioner to pass a speaking order within three months. As a large majority of farmers had already accepted the compensation on older rates, the FC’s order found the farmers’ claim untenable,” Bishnoi explained. He said after handing over possession of their land, the farmers chose to illegally enter the land, uprooted fencing and caused hindrance in the performance of duty by NPCIL officials. |

Centre betraying people, says CM
Karnal, June 26 Both Hooda and Tanwar urged party workers to be ready for the Assembly elections and make efforts for the party’s win on all five Assembly seats of Karnal district. Criticising the one-month rule of the NDA government, the CM said it had has failed to fulfill promises made before the Lok Sabha elections. “The BJP leaders had promised to implement the Swaminathan Commission report after coming to power. I am a farmer’s son and know their problems. I have demanded implementation of the Swaminathan Commission report in past and will fight for it,” said the CM. He demanded increase in the minimum support price of paddy by at
least Rs 300 per quintal. “The BJP fooled the people in the name of ‘achhe din aane waale hain’. The hike in rail fare and sugar prices is only an indication of what lies ahead. The Central Government will also increase the price of LPG gas after three months,” he said. The CM said the party would register two lakh new workers and monitor non-serious officials who do not take interest in the implementation of government policies. Hooda dismisses Gurjar’s claim
Karnal, June 26 “The UPA Government had already sanctioned these projects (that Gurjar claims that NDA government has sanctioned) and are under execution,” he told the media at a grain market here today. He said tenders for the Panchkula-Yamunanagar national highway were floated during the UPA Government and the construction of the Pinjore-Baddi NH 21-A was approved by the previous government. Land acquisition for the entire stretch was approved by the Union Ministry of Road and Highways. Asked about the construction of Kundli-Manesar-Palwal Expressway, Hooda said the Supreme Court was supervising its construction. Jind MLA threatens stir against land acquisition
Jind, June 26 “Land is the only source of livelihood for the farmers, but the Congress government has been working as a property dealer and encroaching upon their fertile land without paying them the proper price,” alleged the MLA while interacting with the farmers of Pindara village. He alleged that to construct roads, the Haryana government had forcibly acquired fertile land of these farmers and most of them were not satisfied with the amount paid to them. The MLA also claimed that initially the farmers did not lodge their protest as they expected the government to pay them properly, but with no results, they have started approaching him (the MLA) to seek justice. “If the government wants to construct roads, it must first rehabilitate affected farmers with proper prices and a government job to atleast one member of each family, whose land has been acquired for constructing roads and other projects .We will launch an agitation if the farmers are not paid their dues,” Middha said. He also visited many villages including Nirjan, Pindara, Mando, Manoharpur, Barsana, Lohchab and Kheri Taloda villages. Middha also alleged that the state government had not only ignored the farmers, but also candidates from Jind, in the development and the employment sector. “Why has the CM just woken up? Where was he during the last nine years? Only now has the CM started reviewing the progress of developmental works in Jind, but it isn’t possible to complete all projects in three months,” said Middha. |

Despite NHRC notice, no action on ground in Nidani village
Jind, June 26 The commission had sought a report from the Chief Secretary and the Secretary, Haryana Irrigation Department, within four weeks, but the file for renovation of the dilapidated water channel is still where it was two-three months back: at the estimate-preparation level. Today, affected farmers held a meeting and announced an indefinite protest by blocking the Jind-Gohana road if authorities failed to start repairs in the coming days. Farmers said 650-700 acres was severely affected due to lack of canal water for irrigation. They
said their per acre crop production had gone down from the earlier 1,800
kg to 700 kg due to lack of canal water, as groundwater was unfit for
irrigation. “We know the groundwater is unfit, but due to lack of
canal water, we are compelled to use it. The use of groundwater has not
only reduced the fertility of the land, but also resulted in a dip in
water levels. Now water is available at a depth of around 80 feet as
against 30-35 feet earlier,” alleged Ramesh, a farmer whose four acres
have been affected due to water scarcity. Farmers said the village
had not received a drop of canal water in three years. The 13,470-feet
long water channel starts from Khark Ram ji village and was constructed
mainly to supply water to three villages —Khark Ram ji, Chawri and
Nidani. Farmers alleged Khark Ram ji and Chawri villages had been
getting water, but Nidani had been left out. “Officers hamari baat
nahi sunte kiyonki humne INLD MLA chuna tha pichle election mein. Maine
officers ko bolte suna hai ki ab to ye INLD ki government mein hi theek
hoga (The officers don’t take our complaint seriously because we voted
for the INLD MLA. I have heard officers saying the canal will be
repaired only when the INLD government comes to power),” alleged
Gurdeep, another farmer. Irrigation Department SDO Sanjay Sabharwal’s
reply was the same as last time. He said he had sent an estimate of Rs

Residents protest HUDA move to acquire houses
Sonepat, June 26 Jain alleged these poor people had constructed their houses 20 to 25 years back. “It will be an injustice to these families if their built up houses are acquired rendering them roofless,” he said. He said the BJP would support these house owners and even fight a legal battle for saving their houses from acquisition. Residents said the government issued a notification of the Section 4 of the Land Acquisition Act in 1990 to acquire land for HUDA’s Sector 12 comprising houses in the colony, shops and truck union premises on Bahalgarh road. The affected residents, shopkeepers moved the Punjab and Haryana High Court which ruled in July, 2013, with the directions that the houses not causing any obstruction in public utility planning should not be acquired. However, HUDA has issued notices that around 80 per cent of the houses would be acquired. Colony resident Daryao Singh said that the Municipal Council had constructed roads in the colony and the residents were also paying property tax on their built-up houses. Colony residents were determined to oppose the acquisition of their houses,” he added. |

Day after mishap, one body fished out of canal
Sirsa, June 26 The bodies of Ami Lal’s wife, 26-year-old wife Suman and one-and-a-half year old son, Harsh, have not been traced so far. The victim’s family members have confirmed that it was not an accident as Ami Lal had driven his jeep into the canal deliberately after an altercation with his father. SHO Suresh Pal said it was a very difficult task because the Rajasthan canal, which carried water to Rajasthan, was too deep for the divers to reach its bottom even with oxygen cylinders and ropes. Rajasthan Chief Minister Vasundhra Raje Scindia on Thursday visited the Lohgarh head of Rajasthan canal under Dabwali subdivision of Sirsa along with senior officials of the Irrigation Department of
that state. Scindia arrived at Lohgarh head with a cavalcade of 15 to 20 vehicles at about 6.20 in the evening today and remained there for 25 minutes. She spent her time discussing some issues with senior irrigation officials. Karnal Nari Niketan inmate dies; DC orders probe
Karnal, June 26 Sushila had been living in the home since June 2011. Initial investigation revealed she was unwell, which resulted in her death, sources said. Sadar SHO Lalit Kumar said they received a message about the death of an inmate in Nari Niketan and went to the spot. They have taken the body into custody and sent it for a post-mortem. “Nari Niketan authorities told the police Sushila was suffering from epilepsy. The exact cause of death will be revealed after the post-mortem tomorrow,” he said. “The initial report revealed the deceased had epilepsy and died of it. She had taken treatment for the disease. BJP leader attacked over land dispute
Ambala, June 26 The assailants have allegedly encroached on 4 canals of panchayat land at Jandli village near the city, where a dispensary was to be built. Gama is among the persons who have been opposing the encroachers. On Gama’s complaint, the police have registered a case under Sections 323 (voluntarily causing hurt), 452 (house trespass and assault) and 506 (criminal intimidation) of the IPC against five persons. Around two dozen villagers led by BJP leader Sandeep Sachdeva, Harish Sharma and advocate Jasmer Chand met ACP Surender Kaur today to demanded the arrest of assailants. They alleged that some villagers wanted to grab the disputed land. The ACP assured to look into the matter. Sachdeva said in spite of court stay on the land, some persons had constructed shops on it. CS reviews Gurgaon, Bawal Metro project
Chandigarh, June 26 Presiding over a review meeting of the HMRTC Board of Directors, Choudhary said the project would be jointly completed by the Delhi-Mumbai Industrial Corridor Development Corporation (DMICDC) and the HMRTC. About 465 acres of land had been identified and notified for the project. Choudhary said Japan would provide a cheaper loan of Rs 23,217.80 crore at a rate of 0.5 per cent for this project. Slated to start in 2015, the project would be completed in four years. Over 45 metro stations would be constructed under the project.
