Finance committee debates claim before Shivlal Yadav intervenes to settle it

The finance committee of the Board of Control for Cricket in India (BCCI), which met in New Delhi on Wednesday, was divided over sanctioning a small claim of Sunil Gavaskar, the Supreme Court-appointed interim president of the BCCI/IPL. Eventually, it required the intervention of Shivlal Yadav, the interim president of the BCCI, to finally clear it.

It is learnt that the former India captain submitted a claim of $ 12,000 for his expenditure during the UAE leg of the IPL. The bill was put up before the finance committee, the members of which were not initially willing to approve it. It was contended that since the interim IPL president was entitled for a fee, as suggested by the apex court, the claim should not be sanctioned.

It was argued that miscellaneous expenditure cannot run over Rs 5 lakh and the members wanted the claim to be rejected. However, Yadav, who is an ex-offico member of the finance committee, vetoed the opposition. He said in view of the stature of the person and considering the possible ramifications for rejecting it, the committee should approve the claim. Eventually, the opposing members relented.

The committee eventually decided to treat it as a DA which is $ 500 per day for the BCCI officials. Not too many members were willing to comment on the debate but Yadav confessed that there was a discussion on the matter at the meeting. “There was a healthy debate on the matter. Members expressed different views but in the end, we decided that it was a genuine claim,” Yadav said.

Nothing new

Gavaskar has always had problems with the BCCI over getting his dues cleared. Four years ago, he quit the Governing Council due to differences with the BCCI over compensation. During a media interaction in Dubai, Gavaskar was asked if he was being properly compensated for taking up the IPL assignment, he joked saying he is yet to hear from the BCCI.

The BCCI, however, is yet to decide on the ultimate fee for Gavasakar, who the Supreme Court said, has the right to charge the board for taking up the interim president’s responsibility. Yadav said the IPL Governing Council will make a suggestion which will be put up before the working committee.

IT demand

The committee was informed that Income Tax demand on BCCI has accumulated to the tune of Rs 788 crore against which it has filed an appeal in the Bombay High Court recently. “Today, the matter of pending taxes was raised and the floor was informed that the pending tax amount is to the tune of Rs 788 crore, which has accrued since 2006-07 financial year. In 2012-13 alone, it was to the tune of Rs 238 crore," a BCCI source told PTI.

Patel, Jadhav, Singh in Grade C

Meanwhile, players like Akshar Patel, Kedar Jadhav, Pankaj Singh have been automatically included in Grade C of the Central Contract list after making it to the various Indian squads. The committee also decided that two state associations--Rajasthan Cricket Association and Jammu and Kashmir Cricket Association (JKCA)--have not been provided with a Rs 7 crore interim grant that has been allocated for all other state associations.

"Since BCCI has banned the RCA and JKCA has not furnished its annual audit report for the last three years, these two associations will not get the interim grant of Rs 7 crore," the official said.
